Regulatory fees introduction - consequences to healthcare consumption

Abstract:

Práce se zabývá problematikou regulačních poplatků v systému zdravotnictví České republiky. Především se zaměřuje na změny, které jejich zavedení přineslo z hlediska využívání a čerpání zdravotní péče. Teoretická část nabízí definici některých významných pojmů, osvětluje historii zdravotnických systémů v ČR, nastiňuje současnou situaci českého systému zdravotní péče, včetně jejího hodnocení. Praktická část rozebírá problematiku reformy zdravotnictví a především zavedení regulačních poplatků z pohledu statistik - obsahuje komentované tabulky, které ukazují vývoj v chování pacientů po zavedení regulačních poplatků. Demonstruje, jak se poplatky podepsaly na čerpání jednotlivých typů zdravotní péče (spotřeba léčiv, návštěvy lékaře, hospitalizace, atp.). V závěru je formulováno shrnutí a doporučení, která vyplývají ze zjištěných skutečností a jeví se jako logické kroky směřující k zajištění efektivního fungování zdravotnictví.

Abstract:

The thesis concerns with the impact of implementation of regulatory fees in health care system in the Czech Republic. It is especially aimed at the changes that developed by the implementation from using and utilization of health care. The theoretical part offers definitions of some terms; it draws out the history of health care system in the Czech Republic and it outlines the contemporary situation of the Czech system of health care, including its evaluation. The practical part analyses the reformation of health care, especially the implementation of regulatory fees from statistics attitude – it contains annotated charts that shows the development of patients´ behaviour after the implementation of regulatory fees. It demonstrates how the fees influenced the utilization of different types of health care (medicine consumption, visits at doctors´, hospitalization, etc...). The conclusion formulates the summary and recommendation that results from observed reality and appears as logical steps oriented to provide effective function of health care.
