The role of municipalities in addressing housing issues of people living in substandard housing

Abstract:

Diplomová práce si klade za cíl vymezit, jaká je role obcí při řešení otázky bydlení osob žijících v nevyhovujícím bydlení. Práce je rozdělena na teoretickou a empirickou část. V rámci teoretické části jsou prvotně vymezeny základní pojmy související s tématem diplomové práce. V druhé kapitole je popsaná bytová politika na území České republiky. Třetí kapitola pojednává o bytové politice na území Statutárního města Ostravy. V rámci poslední, čtvrté kapitoly teoretické části je rozebírána národní Koncepce sociálního bydlení České republiky 2015-2025. Empirická část diplomové práce obsahuje kvalitativní výzkum tvořený metodou případové studie, která je doplněna další metodou kvalitativního výzkumu, a to rozhovory pomocí návodu. Je zde také popsána metodologie výzkumu, stanovený cíl, provedená studie vybraných dokumentů formou případové studie a její následné zhodnocení. Součástí jsou dále uskutečněné rozhovory. Následně jsou výsledky výzkumu shrnuty a učiněn závěr.

Abstract:

The goal of the thesis is to delimit what is the role of municipalities when dealing with issues of people living in unsuitable housing. The thesis is divided into theoretical and empirical parts. In the theoretical part, basic terms connected with the topic of the thesis are defined first. In the second chapter, the housing policy in the Czech Republic is described. The third chapter describes housing policy in the area of the statutory town of Ostrava. The last chapter of the theoretical part examines the Social Housing Concept of Czech Republic 2015 ? 2025. The empirical part of the thesis contains a qualitative research created using a method of case study which is supplemented by another method of qualitative research and that is semi-structured interviews with interview guides. The empirical part also describes methodology of the research and designated goal, and it contains a study of selected documents using a case study method and its subsequent evaluation. The empirical part also contains performed interviews. After that, results of the research are summarized and conclusion is made.
