Abstract:

Tématem této diplomové práce je bezpečnost a pořádek na fotbalových stadionech. Oblast bezpečnosti a pořádku se vymezuje souborem opatření, který nejen při zákonem daných povinností a dodržováním bezpečnostních pravidel plní svou funkci. Do tohoto systému jsou zapojeny i dílčí činnosti vlastníka fotbalového stadionu i sami účastníci fotbalového utkání. Tato práce je koncipovaná tak, aby byl čtenáři znám pojem bezpečnosti a pořádku, aby pochopil systém zabezpečení a měl aktuální přehled nad rozdělením kompetencí při ochraně bezpečnosti a pořádku na fotbalovém stadionu. V další části se seznamujeme s prostředím fotbalového stadionu a to jak z pohledu fotbalu jako sportovní události, tak i fotbalového diváctví. Zde věnujeme pozornost subkultuře Hooligans, její podrobný popis a souvislost s diváckým násilím. K této analýze jsou využity publikované výzkumy, zejména ze sociologického hlediska. Je vytvořen náhled na problematiku násilí na fotbalových stadionech jak z historie, tak zmapování jeho vývoje po současnost. Závěr práce se zabývá legislativou ve fotbalovém prostředí, kde zjišťujeme, zda lze přijetím a aplikací zákonů, koncepcí a dohod zabránit agresím, a nepokojům na fotbalových stadionech, nebo zda existují další prostředky pro zvládnutí bezpečnosti a pořádku. Co stojí za vznik konfliktů mezi fanoušky a bezpečnostním personálem, jaká je transparentnost a komunikace mezi těmito skupinami a jak se optimálně vyhnout nepokojům od samého počátku.

Abstract:

The topic of this thesis is security and order at football stadiums. The area of security and order is defined by a set of measures which function even even outside of statutory duties and observance of security rules. This system includes the subordinate activities of the football stadium owners as well as of the spectators of the football match. This thesis intends to make the reader aware of the terms security and order, to make them understand the security system and thus to provide them with an up-to-date overview of the division of competencies in ensuring security and order at football stadiums. The following part introduces the environment of the football stadium, both from the point of view of the game as a sports event, as well as from the view of the spectator. Here, the thesis takes some time exploring the Hooligans, describing in some detail the subculture and its connection to spectator violence. The analysis draws on published research, especially from the realm of sociology. It also offers an overview of spectator violence at football stadiums, mapping its historical development to the present day. In conclusion, the thesis deals with legislation pertainig to football, where it demonstrates whether the adoptaion of laws, strategies, and agreements helps prevent aggression and riots at football stadiums, or whether there are other means of ensuring security and order. It shows the causes of conflict between spectators and law enforcement authorities, the transparency of communication between these two groups and optimal ways to avoid disturbances from the outset.
