Preparedness of the Czech Republic for solving the issue of misinformation

Anotácia:

Práce se věnuje problematice dezinformačního působení na území České republiky a na připravenost České republiky k boji proti němu. Podrobně přibližuje problematiku dezinformací, možné taktiky boje proti nim a strategie v rámci českého bezpečnostního systému, které jsou proti nim zavedeny. Cílem práce je posoudit, jestli je Česká republika adekvátně na dezinformační působení připravena, a jaké kroky v tomto ohledu za poslední roky podnikla. Zároveň chce práce potvrdit hypotézu, že Česká republika v tomto ohledu stagnuje. To se snaží potvrdit komparativní analýzou kroků dvou po sobě jdoucích vlád, tedy vlády Andreje Babiše a Petra Fialy, ve které zkoumá jejich postupy a postoje spojené s bojem proti dezinformacím o pandemii viru COVID-19 a očkování proti němu a následně o ruské invazi na Ukrajinu. Práce tak přináší ucelený pohled na to, jakým směrem se Česká republika za posledních několik let v této oblasti posunula.

Abstract:

The thesis focuses on the issue of disinformation on the territory of the Czech Republic and the preparedness of the Czech Republic for solving the issue thereof. It describes in detail the problematics of disinformation, the possible tactics of combating it and the strategies within the Czech security system that are in place against it. The goal of the work is to assess whether the Czech Republic is adequately prepared for disinformation operations, and what steps it has taken in this regard in recent years. At the same time, the work wants to confirm the hypothesis that the Czech Republic is stagnating in this respect. This is attempted to be confirmed by a comparative analysis of two successive governments, i.e. the governments of Andrej Babiš and Petr Fiala, in which the thesis examines their procedures and attitudes related to the fight against disinformation about the COVID-19 virus pandemic and subsequently about the Russian invasion of Ukraine. The work thus provides a comprehensive view of the direction in which the Czech Republic has moved in this area over the past few years.
