German security policy with an emphasis on nuclear weapons and the INF Treaty

Abstract:

Tato bakalářská práce se zabývá německou bezpečnostní politikou s důrazem na jaderné zbraně. Soustředí se především na vývoj postoje SRN k jaderným zbraním a snaží se odhalit případné změny nebo naopak kontinuitu v tomto postoji. Analytická část práce je rozdělena na dvě části, které se věnují zhodnocení bezpečnostní politiky SRN ve dvou různých období. První část zhodnocuje postoj SRN k jaderným zbraním za studené války a druhá část postoj dnes. Cíl této práce je skrze analýzu bezpečnostní politiky dojít k závěru, zdali v německé postoji k jaderným zbraní došlo k nějaké změně. Dílčím cílem této práce pak je zjistit, zdali se případné snahy o jaderné zbraně dají vysvětlit pomocí neorealistického argumentu zachování mocenské rovnováhy. Výběr tématu byl podnícen zásadní událostí v roce 2019, kdy došlo k zániku smlouvy INF. Tato smlouva uzavřená roku 1987 mezi USA a SSSR se zasadila o likvidace jaderných raket středního doletu a mimo jiné přispěla i ke konci bipolárního světa. Stěžejní význam měla smlouva INF i pro Evropu, neboť byla základním pilířem evropské bezpečnost a tudíž i bezpečnosti německé. Jejím zánikem se tak svět dostává do nové etapy, kdy rostou obavy z nových závodů v jaderném zbrojení v Evropě. Vzhledem k tomu, že SRN je jedním z klíčových aktérů evropské politiky, očekává se, že bude i evropským aktérem, který bude na nově vzniklou situaci nejvíce reagovat. Považuji tedy za přínosné zhodnotit dnešní postoj SRN k jaderným zbraním a porovnat ho s postojem před vznikem smlouvy INF.

Abstract:

This bachelor thesis deals with German security policy with an emphasis on nuclear weapons. It focuses mainly on the development of the attitude of Germany to nuclear weapons and tries to reveal possible changes or continuity in this attitude. The analytical part of the thesis is divided into two parts, which are devoted to the evaluation of the security policy of Germany in two different periods. The first part evaluates the attitude of Germany to nuclear weapons during the Cold War and the second part the current attitude. The aim of this work is to conclude through the analysis of security policy whether there has been any change in the German attitude to nuclear weapons. The partial aim of this work is to find out whether possible efforts for nuclear weapons can be explained by the neorealistic argument of maintaining the balance of power. The choice of the topic was prompted by a major event in 2019, when the INF Treaty expired. This treaty, concluded between the US and the USSR in 1987, required destruction of medium-range nuclear missiles and contributed to the end of the bipolar world. The INF Treaty was also crucial for Europe, as it was a fundamental pillar of European security and therefore of German security. With its demise, the world is entering a new stage, when fears of new nuclear armament in Europe are growing. Given that Germany is one of the key actors in European policy, it is expected that it will also be the European actor who will respond most to the new situation. I therefore consider it beneficial to evaluate today's position of Germany on nuclear weapons and compare it with the position before the INF Treaty and outline possible changes.
