Law and Ethics of the Development and Use of Autonomous Weapons from the Perspective of Selected International Organizations

Abstract:

Cílem této bakalářské práce je analyzovat přístup několika vybraných mezinárodních organizací různého druhu a povahy, kterými jsou Organizace spojených národů, Severoatlantická aliance, Organizace pro bezpečnost a spolupráci v Evropě a Mezinárodní červený kříž, k problematice existence autonomních zbraňových systémů a nutnosti regulace či naprostého zákazu jejich vývoje či využití. Práce si klade za cíl komparovat přístupy těchto výše zmíněných organizací, upozornit na případné výrazné rozdíly v jejich přístupu a zmapovat možná, především právní, řešení problematiky vývoje a využití autonomních zbraní, pokud je tyto organizace navrhují. V neposlední řadě je ambicí práce také postihnout etický aspekt celé otázky, tedy zmapovat hlavní postoje k problematice vývoje potenciálně smrtících zbraní a zbraňových systémů, které nevyžadují a z podstaty věci přímo odmítají lidské ovládání a kontrolu.

Abstract:

The aim of this bachelor thesis is to analyse the approach of several selected international organisations of different types and nature, namely the United Nations (UN), the North Atlantic Treaty Organisation (NATO), the Organisation for Security and Cooperation in Europe (OSCE) and the International Red Cross (IRC), to the aspects of existence and the necessity of regulation or an outright ban of such weapons. The thesis aims to compare the approaches of these aforementioned organisations, point out potential noticeable diffreences in these approaches, and to map out possible legal solutions to the problem of the development and use of autonomous weapons that these organizations propose, should they do so. Finally, the thesis also seeks to address the ethical aspect of the whole issue by mapping possible ethical approaches to the problem of developing potentially lethal weapons and weapon systems that do not require and, by their very nature, directly deny human control.
