Crisis operating procedures for dealing with emergencies in a healthcare facility

Abstract:

Diplomová práce se zabývá problematikou krizových operačních postupů v souvislosti s řešením mimořádných událostí ve zdravotnickém zařízení. Zhoršující se bezpečnostní prostředí v České republice i ve světě s sebou nese řadu hrozeb, které mohou ohrozit provoz zdravotnického zařízení. Aby byla zdravotnická zařízení schopna čelit těmto hrozbám a zajistit tak bezpečí svým zaměstnancům, pacientům a dalším osobám, zpracovávají zdravotnická zařízení řadu bezpečnostní a plánovací dokumentace. Zmíněná dokumentace stanovuje požadavky a opatření na zajištění systému bezpečnosti a přípravu na řešení mimořádných událostí, které mohou ve zdravotnickém zařízení nastat. Teoretická část práce tak nahlíží na uvedenou problematiku prostřednictvím normativních právních aktů zabývajících se řešenou problematikou a přehledem bezpečnostní a plánovací dokumentace zdravotnického zařízení. Analytická část práce podrobuje bezpečnostní a plánovací dokumentaci vybraného zdravotnického zařízení analýze s hlavním zaměřením na problematiku krizových operačních postupů. Následně jsou v analytické části práce identifikovány jednotlivé hrozby, které mohou ohrozit provoz vybraného zdravotnického zařízení s hodnocením jejich rizik. Na základě hodnocení rizik jsou pro vybrané hrozby s nepřijatelným rizikem zpracovány krizové operační postupy.

Abstract:

The thesis deals with the issue of crisis operational procedures in connection with solving emergencies in a healthcare facility. The deteriorating security environment in the Czech Republic and worldwide brings with it a number of threats that may jeopardize the operation of healthcare facilities. In order for healthcare facilities to be able to address these threats and thus ensure the safety of their employees, patients, and others, they develop a range of security and planning documentation. This documentation specifies the requirements and measures for ensuring the security system and preparedness for solving emergencies that may occur in the healthcare facility. The theoretical part of the thesis thus examines the aforementioned issue through normative legal acts dealing with the addressed issue and an overview of security and planning documentation of healthcare facilities. The analytical part of the thesis subjects the security and planning documentation of a selected healthcare facility to analysis with a main focus on the issue of crisis operational procedures. Subsequently, individual threats that may jeopardize the operation of the selected healthcare facility are identified in the analytical part of the thesis, along with an evaluation of their risks. Based on the risk assessment, crisis operational procedures are developed for selected threats with unacceptable risk.
