Analysis of the NATO mission in Iraq

Abstract:

Úkolem mojí práce bylo analyzovat misi NATO v Iráku. Zapojení Severoatlantické aliance v Iráku nebylo na počátku konfliktu vůbec jasné. Ba naopak se všeobecně počítalo s tím, že NATO se na přestavbě a výuce iráckých vojenských složek nebude nijak podílet. Na půdě organizace panovaly velké neshody již mnoho let před vypuknutím války v Iráku v roce 2003. Většina státu aliance odmítala intervenci na území suverénního státu a došlo tak k rozdělení NATO na dva pomyslné tábory. Největším problémem bylo přímé angažování Spojených států amerických, jednoho z největších aktérů v rámci aliance a jeho následná participace na rekonstrukčním procesu v Iráku. Nakonec, po neustálém naléhání USA a i přes naprostý nesouhlas států západní Evropy (především Německo a Francie), byla v Iráku ustanovena rozsahově velice malá mise NATO, jejíž potencionál se zdál být v porovnání s ostatními poněkud bezvýznamný, avšak tato očekávání nebyla pravdivá, což jsem dokázala v průběhu celé mé práce. Situace v Iráku je dnes na stejné úrovni jako v roce 2003, možná ještě horší, ale to nijak přímo nesouvisí s misí NATO v Iráku. Irák čelil a stále čelí mnoha rozsáhlým problémům, které se nevyřeší pouze přestavbou Iráckých obraných složek.

Abstract:

The aim of my thesis was to analyze the NATO mission in Iraq. Involvement of NATO in Iraq at the beginning of the conflict was not clear at all. On the contrary, people generally expected that NATO will not participate on rebuilding and teaching Iraqi military forces. On the ground of the organization there were big disagreements for many years before the outbreak of war in Iraq in 2003 started. Most of the state alliance refused to intervene in the territory of a sovereign state and split NATO into two imaginary camps. The biggest problem was the direct involvement of the United States of America, one of the largest players in the alliance and its subsequent participation in the reconstruction process in Iraq. Finally, after constant insistence of the US, and despite total opposition from western European countries (mainly Germany and France), was in Iraq established very small NATO mission, whose potential seemed to be in comparison with other somewhat insignificant, but these expectations were false, which I demonstrated throughout my work. The situation in Iraq today is at the same level like in year 2003, maybe even worse, but this is not directly related to NATO missions in Iraq. Reconstructive mission itself was very successful. Iraq has faced with large problems, which don't only solve with rebuilding of Iraqi security forces.
