External control of the implementation of the state budget in the Czech Republic and the influence of the opinions of the Supreme Audit Office and the Czech Fiscal Council on the development of public finance in the years 2017–2021

Abstract:

Diplomová práce se zaměřuje na analýzu přípravy a plnění státního rozpočtu v podmínkách ČR se zaměřením na stanoviska Nejvyššího kontrolní úřadu (dále jen „NKÚ“) a Národní rozpočtové rady (dále jen „NRR“) ke státnímu závěrečnému účtu v období let 2017–2021. Cílem diplomové práce je zkoumat vliv stanovisek NKÚ a NRR na sestavování státního rozpočtu v ČR v jednotlivých letech v období 2017–2021 a analyzovat racionalitu nakládání s veřejnými financemi, respektive se státním rozpočtem. Práce si dále zhodnotí případná fiskální opatření vlády zavedená s ohledem na vydaná stanoviska obou zmíněných institucí. Teoretická část práce se zabývá vymezením základních pojmů jako jsou veřejné finance, státní rozpočet a jeho hlavní funkce. Součástí této části práce je popis celého rozpočtového procesu od přípravy po schvalování státního rozpočtu. V neposlední řadě je zde popsána i teorie veřejné volby a rozpočtový cyklus, který je rozdělen do čtyř částí. Dále je v práci zmíněna role NKÚ a NRR jako externích auditorů státního rozpočtu. Obsahem praktické části je detailní rozbor reálných dat ze stanovisek NKÚ a NRR ke státnímu závěrečnému účtu za jednotlivé roky v období 2017–2021 s cílem analyzovat dopady těchto zjištění na tvorbu státního rozpočtu pro příslušné následující období. Na základě získaných dat práce hodnotí vliv těchto zjištění na sestavování státního rozpočtu a celkově tak i na vývoj veřejných financí. V práci jsou zkoumána i vládou přijatá fiskální opatření v daném období, a to zejména s ohledem na skutečný hospodářský vývoj. Ze závěrů práce vyplývá neudržitelnost veřejných financí v dlouhodobém časovém horizontu, a to zejména z důvodu rostoucí dynamiky schodku státního rozpočtu. Lepšímu výsledku tempa zadlužování ČR brání zejména vysoký podíl mandatorních a kvazimandatorních výdajů na příjmech a výdajích státního rozpočtu.

Abstract:

The diploma thesis focuses on the analysis of the preparation and implementation of the state budget in the conditions of the Czech Republic, with a focus on the opinions of The Supreme Audit Office (hereinafter referred to as "NKÚ") and The Czech Fiscal Council (hereinafter referred to as "NRR") on the state final account in the period 2017-2021. The aim of the thesis is to examine the influence of the opinions of NKÚ and NRR on the preparation of the state budget in the Czech Republic in individual years in the period 2017–2021 and to analyse the rationality of handling public finances, with regard to the state budget. The work also aims to evaluate any fiscal measures introduced by the government regarding the standpoints issued by both mentioned institutions. The theoretical part of the thesis deals with the definition of basic concepts such as public finance, the state budget and its main functions. This part includes the description of the entire budget process from preparation to approval of the state budget. Last but not least, the public choice theory and the budget cycle, which is divided into four parts, are described here. The work also mentions the role of the NKÚ and NRR as external auditors of the state budget. The content of the practical part is a detailed analysis of real data from NKÚ and NRR on the state final account for individual years in the period 2017–2021 with the aim of analysing the impact of these findings on the creation of the state budget for the relevant respective period. Based on the obtained data, the thesis evaluates the influence of these findings on the compilation of the state budget and, overall, on the development of public finances. The thesis also examines the fiscal measures adopted by the government in the given period, especially with regard to current economic development. The conclusions of the work show the unsustainability of public finances in the long term, especially due to the growing dynamics of the state budget deficit. A better outcome debt in the Czech Republic is hindered especially by the high share of mandatory and quasi-mandatory expenses in the revenues and expenses of the state budget.
