Abstract:

Cílem předkládané dizertační práce je analyzovat privatizační procesy, které tvoří důležitou část transformace, ukázat jejich totožnost či rozdílnost, jejich dopady na efektivnost a strukturu státní ekonomiky a jejich provázání s jinými obory, jakož i ovlivňováni různými vnějšími a vnitřními faktory. Procesy privatizace jsou v práci rozděleny na klasickou privatizaci, která se prováděla v stabilních kapitalistických ekonomikách, a na transformační privatizaci, která byla prováděna v postkomunistických ekonomikách bývalé střední a východní Evropy. Pro transformační privatizaci je jako názorný příklad je zvolena komparace průběhu privatizace v České republice a v nových zemích Spolkové republiky Německo, která poukazuje na signifikantní rozdíly v privatizační praxi. Aby byla komparace co nejobjektivnější, jsou transformační procesy porovnávány analyticky v kvantitativních veličinách, jako jsou rychlost procesu, výše nákladů, velikosti různých sektorů, růst, míra a rychlost určitých změn (např. zákonných), postup určitých použitých metod atd. Pro tento účel byla vyvinuta vlastní metoda, při které jsou měřeny vypočítané náklady na privatizaci v relaci k výši HDP při vzetí v úvahu vyvinutost země, počet obyvatel v zemi, vyvinutost infrastruktury a prosperitu země. Absolutní náklady privatizace jsou navázány relativně na HDP, a teprve tato relace je srovnávána. Jedním z poznatků je poukázání na souvislost mezi objemem privatizace a změnou právního rámce pomocí diagramu, který se soustřeďuje na důležitost tzv. vnějších faktorů. Indikuje, kde se země při svých privatizačních procesech nachází. Dalším výsledkem je prokázání přímé souvislosti mezi úspěšným průběhem privatizace a dobýváním vlastnických práv. Zde hraje velkou roli etika a kriminalita. Při transformační privatizaci existuje, absolutně viděno, mnoho příležitostí k nelegálním přesunům majetku. Tuto samozřejmou tezi je však před veřejností obtížné obhájit. Z toho vyplývá určitá úloha vlády, která se musí postarat o vhodný organizační rámec pro privatizační procesy, tak aby s exekutivou a s judikativou podporovaly efektivitu privatizace, a tím konečně i hospodářskou produktivitu. Důležitou složkou práce je tedy kladení důrazu na širší souvislosti, poněvadž v ekonomické vědě vždy hrají velkou roli faktory neekonomické (právní stránka, sociální okolí, etika, motivace ekonomických subjektů a politická situace). Pomocí vyvinuté křivky, která ukazuje poměr mezi výší požadovaných cen za privatizující se majetek a výší vládou získaných financí za privatizaci, je předložena teze, že vláda, když chce maximalizovat finanční zisk z privatizace, nesmí požadovat příliš vysoké ceny za majetek – křivka po určité výši cen začíná klesat. Závěrem práce přináší doporučení určitého způsobu privatizace a transformačních procesů a definováním úkolu státu v období ekonomických změn.

Abstract:

The intention of the research activities is to analyze the processes inside the privatization activities on macroeconomic scale. These processes are influenced and have significant influence on the transformation. It was important to show their differences and also their effects on the structures and especially their dependencies with intern and extern factors. These processes also have important interfaces to non economic subjects. The privatization processes are divided into two categories: the classical privatization, which has been applied in stable capitalistic economies- and into so called transformative privatization which was implemented in post-communist countries of the Central and Eastern Europe. From this second category of the privatisation processes, it is interesting to compare the privatisation process of the former German Democratic Republic with the privatization process of the Czech Republic. There are significant differences within those two processes of the transformative privatization. To analyse this differences in an objective and scientific way, the two processes are analyzed analytically. There are not only the size of the countries, the size of the economies, the number of citizen, the structure of the industries, the time and length of the processes… taking into consideration- furthermore there has been a new technique developed in this work, how to make comparisons of transformative processes even more objective: This technique base on the relation between the cumulated costs of the privatization process, the duration of the process, and on the GDP of the country. Only if there are precise data to those relations, then the results of the same data from the compared country which has been analyzed must be looked at- and these data themselves are compared. One of the main findings of the research is the direct dependence between the amount of the privatization measured as a percentage of the GDP and the amount of transformation which can be measured as changes in laws and regulations. The higher the percentage of the GDP is which is being privatized, the greater the amount of changes in laws and regulations must be- which represents in fact the grade of transformation. This dependency was visualized in a developed diagram, consisting of four sectors. Two of them symbolize a good relation between a certain amount of privatization and the right amount of changes (and vice versa), and the other two symbolize a wrong mixture of these factors. Furthermore there is a strong impact shown in the privatization process on the external economic factors- especially on the legal and executive system (government)- combined with the principle-agent-problem and with the problem of insider knowledge . Only by working hand in hand with those external systems, the economic success of the privatization can be expected. Another important finding of the research is the fact, that while a government runs privatization for generating funds, the best way to maximize the gains is not setting the prices and requirements for the privatized goods too high. When this happens, the gains begin to decrease and the government starts losing money. This finding is shown as a curve in a coordinate plane.
