The Conception of Utilitarian Technocracy

Abstract:

Tato diplomová práce předkládá novou formu politického systému, kterému byl dán název Utilitární Technokracie. Za tímto účelem je představena Pětistupňová Procedura, v jejímž rámci je rozpracována koncepce tohoto typu vládnutí. Stručně lze můj argument shrnout následovně: Nynější globální problémy vyžadují určité intervence, ale existující instituce neposkytují funkční rámec pro jejich efektivní řešení. Hlavní odpovědnost náleží kulturním a sociálním institucím spojených s liberálními hodnotami, především pak jde o instituce liberální demokracie. Vhodná alternativa lze být nalezena v hnutí efektivního altruismu, z jejichž principů lze odvodit nový politický systém. Vzniklá politická teorie je postavena na dvou centrálních konceptech – Technokracie, která představuje legitimní formu politické organizace, a Utilitarismus, který poskytuje obhajitelný etický systém. Navíc je mezi těmito koncepty komplementární vztah a jejich konceptuální syntézou vzniká vize nového politického uspořádání. Ke konci práce ilustruji, jak by takováto forma vlády mohla být konstituována v praxi a argumentuji pro její legitimitu. Mým závěrem je, že Utilitární Technokracie představuje teoreticky legitimní způsob vlády, který je na rozdíl od liberální demokracii postaven na obhajitelných morálních principech a více schopen čelit vážným krizím novodobé společnosti.

Abstract:

This thesis presents a unique form of government termed Utilitarian Technocracy. To do so, the Five-Step procedure is introduced, within which the eventual conception of this type of governance is developed. In short, my core argument can be summarised as follows: Contemporary global problems necessitate appropriate interventions and existing institutions do not provide a functioning framework for addressing these problems effectively. The primary responsibility in this crisis lies in the cultural and social mechanisms associated with liberal values, especially in the institutions of liberal democracy. The viable alternative can be found in the movement of effective altruism, upon whose principles a new form of government can be established. The resulting political theory is built on two core concepts – Technocracy, which offers a legitimate form of political organisation, and Utilitarianism, which presents a justifiable ethical theory. Furthermore, these concepts share a complementary relationship, and when they are conceptually combined, a new vision of a political system emerges. Towards the end of the thesis, I illustrate how this form of government could reasonably be constituted in practice and argue for its legitimacy. My conclusion is that Utilitarian Technocracy presents a theoretically legitimate form of government, and unlike liberal democracy, it is built on justified moral principles and is more capable of successfully addressing the serious threats facing humanity in the 21st century and beyond.
