Electronic submission in public administration

Abstract:

Bakalářská práce se zaměřuje na poskytované služby veřejnou správou směrem k občanům v oblasti digitalizace. Teoretická část představuje historii a vývoj veřejné správy včetně její působnosti v ČR a obsahuje výčet základních legislativních norem. Náhledem do historie eGovernmentu a jeho postupného rozvoje do současné podoby, včetně legislativního rámce a popisu základních prvků, které byly v průběhu jeho vývoje aplikovány ve veřejné správě je teoretická část práce uzavřena. Praktická část práce popisuje činnosti Magistrátu hlavního města Prahy v oblasti elektronizace za použití prvků eGovernmentu. Díky analýze MBO jsou stanoveny cíle v úřadu, vedoucí k rozvoji elektronizace a k případnému zlepšení stávajícího stavu v oblasti poskytovaných služeb směrem k veřejnosti. Je proveden rozbor, elektronizace podání, jehož výsledky jsou spolu s návrhy a dalšími opatřeními zhodnoceny v závěru práce.

Abstract:

The bachelor thesis focuses on the services provided by public administration towards citizens in the field of digitalization. The theoretical part presents the history and development of public administration including its competence in the Czech Republic and contains a list of basic legislative norms. The theoretical part of the thesis concludes with a preview of the history of eGovernment and its gradual development into its current form, including the legislative framework and a description of the basic elements that have been applied in public administration in the course of its development. The practical part of the thesis describes the activities of the Prague City Hall in the field of electronicisation using the elements of eGovernment. Thanks to the analysis of MBO, the objectives in the office are set, leading to the development of electronicisation and to the possible improvement of the current state in the field of services provided to the public. An analysis is carried out, the electronicisation of submissions, the results of which are evaluated in the conclusion of the thesis, together with suggestions and other measures.
