The Cypriot financial crisis from the perspective of international political economy

Abstract:

Tato práce se zaměřuje na kyperskou finanční krizi, a to z pohledu mezinárodní politické ekonomie. Práce předkládá základní příčiny vzniku krize a následně popisuje její klíčové události. Hlavní důraz práce je kladen na dvě analytické části. Tou první je analýza kyperské reakce na krizi s využitím teoretických konceptů moci odložit a moci odklonit Benjamina Cohena. Zde je hlavní pozornost kladena na chování vlády prezidenta Christofiase, která svým odkládáním důležitých opatření zapříčinila další prohloubení již tak značných problémů Kypru. Druhou podrobněji zkoumanou oblastí je role mezinárodních aktérů (Troiky) při řešení krize. V této části práce vysvětluje důvody, proč právě v případě Kypru historicky poprvé v rámci eurozóny dochází k návrhu zdanění jištěných bankovních depozitů, k využití metody „bail-inu“ a k zavedení kapitálových kontrol. Ve finální části pak práce předkládá současný stav kyperské ekonomiky a nastiňuje další možný vývoj zahraničně-politické orientace země.

Abstract:

This thesis focuses on the Cypriot financial crisis from the perspective of the international political economy. The thesis depicts basic causes of the genesis of the crisis and follows by describing its main timeline events. Main emphasis is put on two analytical parts. The first one is the analysis of the Cypriot reaction to the crisis using the theoretical concepts of Power to Delay and Power to Deflect by Benjamin Cohen. The biggest attention here is paid to the behavior of president’s Christofias’ government, which kept delaying necessary actions causing the economy’s problems to deepen even further. The second closely researched area is the role of international actors (Troika) in solving the crisis. In this part, the thesis explains the reasons behind the fact that Cyprus was the first state of the Eurozone, where a proposition of imposing a levy on insured banking deposits was made, as well as being the first country of Eurozone, where the method of “bail-in” was used in practice and where capital controls were imposed. The final chapter describes the current state of the Cypriot economy and outlines possible future development of Cypriot foreign policy orientation.
