The institution of the sovereign in the political system of the United Kingdom of Great Britain and Northern Ireland.

Abstract:

Tato bakalářská práce se zaměřuje na roli panovníka v politickém systému Spojeného království Velké Británie a Severního Irska. Jako úvod do problematiky pojednávám v první kapitole o konstitučních monarchiích, což je právě státní zřízení ve Velké Británii. Dále je v práci přiblížen britský politický systém a některé jeho složky. Jmenovitě se jedná o exekutivní instituce premiéra, vlády a Kabinetu. Dále je to parlament jako hlavní představitel zákonodárné složky státní moci a také britský soudnický systém. Hlavním tématem práce je instituce panovníka, tedy to jakými disponuje pravomocemi v rámci britského politického systému. Jako odrazový bod práce jsem si stanovil rok 1688. V tomto roce proběhla Slavná revoluce. Od tohoto data sleduji vývoj postavení panovníka v systému. To jak se jeho role postupně měnila a jak postupně přicházel o své pravomoci ve prospěch jiných institucí, zejména pak ministerského předsedy. Jejich vztah se časem přetransformoval a z původně poradní funkce premiéra se stal hlavní představitel výkonné moci. Postupnou změnu v pozici panovníka se snažím také podkládat na konstitučním vývoji. Zmiňuji tedy významné ústavní dokumenty, které nějakým způsobem zasáhly do politického systému a týkaly se postavení panovníka a jeho pravomocí až do dnešní podoby, kdy jeho pozice je již pouze ceremoniální a nedisponuje žádnou reálnou politickou mocí. Z toho vyplývá, že britský panovník nevládne své zemi, ale má jen reprezentativní úlohu.

Abstract:

This bachelor thesis is focused on the role of monarch in the United Kingdom of Great Britain and Northern Ireland political system. In the beginning of my thesis, I began with constitutional monarchy, which is the political system in United Kingdom. I write a little bit about the history and evolution of this kind of government. I also focus on British political system and some of his components. Namely these components are executive branch, especially the Prime minister, Government and Cabinet. Then I also concern about the Parliament as a representative of legislative branch and I also faintly describe judicial system of United Kingdom. I slightly explain how this political institutions work for better understanding of the behaviour inside the British political system. The main topic of the thesis is the institution of monarch and to describe the rights, which is able to use. I set 1688 as a break point for my thesis. I have described the evolution of the role of monarch since 1688. I focused on changes in powers, how was monarch gradually made to delegate powers to different institutions, especially to the Prime minister. The relationship between monarch and prime minister has gone through a lot of changes, in the beginning had a prime minister only consultative power consequently a Prime minister became a leader of executive branch. I also described the changes in the constitutional development, which are important for the evolution of the monarch position in the political system. I pointed out important constitutional documents, which changed political situation and monarch?s powers until today. Presently monarch has only ceremonial role and does not really have any political powers. We can see, that the monarch does not rule in the country, but has only representative role at all.
