Economic resilience of rural regions and its determinants

Abstract:

Cílem disertační práce je pomocí konceptu ekonomické odolnosti vysvětlit rozdíly ve vývoji českých venkovských regionů a identifikovat faktory, které pravděpodobně významně ovlivňovaly trajektorii vývoje venkovských regionů a jejich reakci na ekonomickou krizi, která v Česku započala v červnu 2008. V praktické rovině si práce klade za cíl formulovat doporučení a nástroje pro regionální politiku za účelem posilování stability ekonomického růstu venkovských oblastí a jejich odolnosti vůči dalším hospodářským otřesům. Empirické výsledky poukazují na rozmanité reakce českých venkovských regionů na hospodářské narušení a rozhodně zpochybňují zjednodušující představu venkovských regionů jakožto ekonomicky sice méně dynamických, ale stabilních jednotek těžících z tlumícího vlivu necyklických odvětví a veřejného sektoru a nižšího zapojení do globální ekonomické soutěže. Naproti tomu české venkovské regiony, tažené často exportně orientovanou průmyslovou výrobou, byly citlivé vůči narušení, ale zároveň prokázaly relativně vysokou schopnost zotavení. Zatímco některé venkovské regiony byly odolné, jiné prošly ekonomickým úpadkem nebo jejich zotavení trvalo déle. V (post)krizovém období byly zjištěny posuny v sektorové struktuře českých venkovských regionů směrem k technologicky náročnější výrobě s vyšší přidanou hodnotou a prohlubování industrializace s vazbou na automobilový průmysl, strojírenství a elektroniku. Významným zjištěním je, že odolnost regionů vůči otřesu je na příkladu malé otevřené ekonomiky, jako je Česko, formována převážně vnějšími (extraregionálními) faktory, i když rozdíly v regionálním kontextu jsou též velmi významné. Přestože v období recese docházelo ke sbližování mezi regiony (convergence in misery), z dlouhodobého hlediska však roste polarita mezi úspěšnými a neúspěšnými venkovskými regiony v Česku, avšak bez zcela jasné prostorové organizace.

Abstract:

This dissertation thesis aims to explain the differences in the development of Czech rural regions through economic resilience, to identify the factors that significantly affected the trajectory of rural development and their response to the economic crisis, which started in Czechia in June 2008. The work aims to formulate recommendations and instruments for regional policy to strengthen the stability of the economic growth of rural areas and their resilience to further economic shocks. The results of the research show the diverse reactions of the Czech rural regions to economic disruption. This finding calls into question the notion that rural regions are less dynamic but stable, as they benefit from the dampening effects of non-cyclical sectors, the public sector, and lower participation in global economic competition. In contrast, Czech rural regions, which are often driven by export-oriented industrial production, were vulnerable to disruption, but at the same time showed a relatively high ability to renewal. While some rural regions were resilient, others experienced economic decline. In the (post)crisis period, changes were found in the sectoral structure of Czech rural regions towards more technologically demanding production with higher added value and increasing industrialization in connection with the automotive industry, mechanical engineering, and electronics. An important conclusion is that the resilience of regions to shocks, on the example of a small open economy such as Czechia, is influenced mainly by external (extraregional) factors. The differences in the regional context are also very significant. Although during the recession there was convergence in the regions (convergence in misery), from a long-term perspective, the polarity between successful and unsuccessful rural regions in Czechia is growing, but without a completely clear spatial organization.
