Do economies of scale exist in public administration?

Abstract:

Tato práce zkoumá a prokazuje existenci a důsledky úspor z rozsahu na běžných výdajích obcí v České republice. Za pomoci regresního modelu analyzuje vybrané položky běžných výdajů per capita z let 2001-2021 v závislosti na velikosti obce. V teoretické části práce pojednává o interních a externích úsporách rozsahu a možnosti jejich existence ve veřejné správě ve formě samotných interních úspor a vysvětluje možné aglomerační úspory při fungování spillover efektu a velikosti obce jakožto kontextuální proměnné. Výsledkem práce je stanovení přibližné hodnoty optimální velikosti obce na 12 393 obyvatel na zkoumaných položkách.

Abstract:

This thesis examines and demonstrates the existence and implications of economies of scale on the current expenditures of municipalities in the Czech Republic. Using a regression model, it analyses selected items of current expenditure per capita from 2001-2021 depending on the size of the municipality. In the theoretical part of the thesis, it discusses internal and external economies of scale and the possibility of their existence in public administration in the form of internal economies themselves and explains possible agglomeration economies when the spillover effect and municipality size as a contextual variable are at work. As a result, the paper determines an approximate value of the optimal municipality size per 12 393 inhabitants on the items examined.
