Analýza legislativy v oblasti technické způsobilosti sportovních plavidel v České republice

Abstract:

Bakalářská práce se zaměřuje na analýzu Českého právního rámce regulující technické prohlídky a podmínky plavidel a porovnání zkušeností s tématikou v praxi. Cílem je poukázat na funkční nedostatky legislativy v rámci sportovních plachetnic užívaných k závodění. Součástí práce je tedy shrnutí a vysvětlení právních norem ovlivňující danou tématiku a zároveň doplnění o poznatky poukazující na rozpor psaných pravidel a reálného průběhu. Konkrétní případy jsou doplněny i autentickými plavidly, jejich technickými parametry a oficiálními dokumenty soukromníků. Výstupem z práce je návrh směru, kterými by se daná problematika mohla dále ubírat a který by přinesl prospěch a využití všem zúčastněným stranám, tzn. jak úřadu Plavební správy, tak provozovatelům takových plavidel.

Abstract:

This bachelor thesis focuses on analyzing the Czech legal framework regulating technical inspections and conditions of vessels and comparing experiences with the subject in practice to highlight functional deficiencies within racing sailboats used for competition. The work includes a summary and explanation of the legal norms affecting this topic, as well as insights pointing out the discrepancies between written rules and actual practice. Specific cases are also supplemented with authentic vessels, their technical parameters, and official documents from private owners. The outcome of the thesis proposes a direction that could further address this issue, benefiting and utilizing all parties involved, including the Maritime Administration and operators of such vessels.
