Decentralization of power in the European Union countries

Abstract:

Bakalářská práce zkoumá různé aspekty decentralizace na straně příjmů a na straně výdajů místních samospráv zemí Evropské unie. Nejprve popisuje typy decentralizace, její historický vývoj a možnosti decentralizace funkcí států. Dále se věnuje rozdělení států Evropské unie dle typu státního zřízení, které poté komparuje s rozdělením států dle příjmů jejich místních samospráv. Následně analyzuje výdajovou stránku rozpočtů místních samospráv jednotlivých skupin států, tak, jak se vytvořily při shlukové analýze.

Abstract:

This thesis analyses different aspects of local decentralization of revenues and expenditures in the European Union countries. At first, it describes different types of decentralization, its historic evolution and possibilities of state functions decentralization. The following part is dedicated to European Union states partition by their types of state regime, which are compared with partition of states by their municipality revenues. Then comes the analysis of municipality expenditures divided into different groups which have been created by cluster analysis.
