Actors of Regional Interests and Formalized Political Dialogue

Anotácia:

Cílem práce „Aktéři regionálních zájmů a formalizovaný politický dialog“ byla reflexe složitých a komplexních vztahů vznikajících v rámci tří teritoriálních úrovní mezi aktéry regionálních zájmů. Svým celostním charakterem se tak práce odlišuje od jiných studií, které se věnují pouze určitému výseku z dané problematiky. Hypotézou práce bylo tvrzení, že aktéři regionálních zájmů mohou využívat a též využívají privilegovaného politického kanálu (formalizovaného politického dialogu), což z nich činí zcela specifický segment zájmových skupin. Vzhledem k povaze práce i zkoumaného předmětu byli podrobeni zkoumání pouze aktéři tzv. veřejného vládnutí (samosprávy, přeshraniční struktury a rozvojové agentury). Aktéři soukromého vládnutí (např. neziskové organizace, podnikatelské svazy apod.) již přesahovali vymezenou oblast zkoumání. Kapitola 3. analyzovala jednotlivé projevy formalizovaného politického dialogu, které se vyskytují na jednotlivých teritoriálních úrovních (EU, stát, region). Bylo zjištěno, že aktéři regionální zájmů opravdu mohou využívat řadu specifických a privilegovaných přístupů k rozhodovacím orgánům (např. Výbor regionů jako pracovní platforma na úrovni EU, ŘKV či RKS na úrovni státu či regionální management a regionální partnerství na úrovni regionů). Jak prokázal výzkum, konsolidace formalizovaného politického dialogu jako nového politického kanálu je však jen jedna část odpovědi. K úplné verifikaci stanovené hypotézy je ještě nutno zjistit, zda aktéři nabízený politický kanál i využívají. Na úrovni EU je závěr zcela jednoznačný. Evropské instituce (především Evropská komise či Výbor regionů) vnímají aktéry regionálních zájmů jako zdroj informací a určitý feedback svých rozhodnutí. Evropské zájmové asociace si toto uvědomují a proto se je i zapojení těchto aktérů regionálních zájmů do evropského vládnutí častý a velmi progresivní fenomén. Zajímavý závěr však vzešel ze zkoumání partnerství na úrovni státu. Co do počtu formalizovaných politických kanálů je ČR poměrně, bohatě vybavena. Přesto, což je zajímavé, aktéři regionálních zájmů tyto kanály využívají nedostatečně. Na úrovni ČR tak dochází k paradoxní situaci, kdy rozhodovací orgány umožňují zájmovým aktérům podíl na vládnutí, oni však tuto nabídku využívají neefektivně. Toto zjištění je překvapivé. Výzvy evropských asociací regionálních zájmů, aby státy více zapojovaly své subnárodní složky do procesu vládnutí, tak zní poněkud úsměvně. Skutečnost, že aktéři regionálních zájmů plně nevyužívají nabízených platforem, je možno zdůvodnit malými zkušenostmi jak zájmových skupin, tak i rozhodovacích orgánů s vedením politického dialogu tohoto typu. Je ovšem pravděpodobné, že s konsolidací českých asociací regionálních zájmů nastane i konsolidace formalizovaného politického dialogu. To demonstruje i relativně úspěšný příklad zájmových asociací samospráv. Třetí rovina je oproti úrovni EU a státu postavena na jiných východiscích. Důležitá je zde spolupráce regionálních a lokálních aktérů v procesu dosahování rozvoje regionu. Přesto i zde dochází ke konsolidaci formalizovaného politického dialogu. V případové studii věnující se Jihomoravskému kraji byl proces vytváření regionálního partnerství potvrzen a s ním i snaha zapojit do něj co nejširší spektrum regionálních a lokálních aktérů. Bohužel je však nutno konstatovat, že proces vytváření regionálního formálního partnerství je nový fenomén, se kterým nemají relevantní aktéři dlouhodobé zkušenosti. apojených aktérů. Četnost aktérů v procesu budování regionálního partnerství neznamená efektivitu tohoto partnerství. Přesto lze konstatovat, že toto slabé místo lze zdůvodnit právě malými zkušenostmi dotčených subjektů. Co se týče regionálního managementu, jak ukázala případová studie Jihomoravského kraje, v tomto regionu doposud neexistuje jednotící regionální management a nelze ani předpokládat, že by do budoucna vznikl. V regionu ovšem působí celá řada institucí (JIC, RRAJM, apod.), které roli regionálního managementu plní částečně, třeba i bez uvědomění této skutečnosti. Sice tedy neexistuje jednotný regionální management (typu jedna instituce), ale panují snahy koordinovat jednotlivá rozvojová a inovační tělesa, která plní alespoň z části jeho roli. V souhrnu lze tedy konstatovat, že hypotéza byla z velké části potvrzena. Aktéři regionálních zájmů mohou využívat možností privilegovaného politického kanálu, ovšem ne vždy tak činí. Přesto je zřejmé, že se aktéři regionálních zájmů stále více profilují jako svébytný segment zájmové skupiny.

Abstract:

The aim of the doctoral thesis “Actors of Regional Interests and Formalized Political Dialogue” was to reflect on the compound and complex relations emerging on the three territorial levels among the actors of regional interests. Unlike other studies on this topic, which usually cover this issue only partly, this paper is unique by its general approach. The hypothesis of this paper was a statement that the actors of regional interests can (and do) make use of privileged political channel (formalized political dialogue), which renders them an entirely specific segment of interest groups. Due to the character of this paper I explored only the so-called public-governance actors (municipalities, cross-border structures and development agencies). The private-governance actors (NGOs, unions etc.) already exceeded the defined area of study. The 3rd chapter analyzed various demonstrations of political dialogue, which occur on the three territorial levels (EU, country and region). It has been found out that the actors of regional interests can indeed use a range of specific and privileged accesses to the decisive authorities (eg. the Committee of Regions as a working basis on the level of EU, Leading Coordination Committee, Resort Coordination Group on the country level or regional management and regional partnership on the regions level). As the research has confirmed, the consolidation of formalized political dialogue as a new political channel is only one part of the answer. To fully verify the hypothesis, it is necessary to explore whether the actors do also use the offered political channel. On the EU level the conclusion is absolutely clear. European institutions (particularly European Commission and the Committee of Regions) perceive the actors of regional interests as a source of information and a sort of feedback on their decisions. European interest associations are aware of this fact and therefore the engagement of these actors of regional interests in the process of European governance is a frequent and progressive phenomenon. An interesting conclusion has emerged from the exploration of partnership on the country level. As for the number of formalized political channels, the Czech Republic is quite rich. Although (and that is interesting), actors of the regional interests do not utilize them sufficiently. The Czech Republic thus experiences a paradox situation, when the decisive authorities provide interest actors with a share of governance, but these do not take the offer effectively. Such a discovery is surprising. The appeals of the European associations of regional interests, encouraging the countries to engage their sub-national constituents more into the governance process, thus sounds a little ridiculous. The fact that the actors of regional interests do not fully use the offered platforms, can be explained by little experience with such a sort of political dialogue, on both the sides of interest groups as well as the decisive authorities. It is of course probable that along with the consolidation of Czech associations of regional interests, a consolidation of formalized political dialogue will follow. That is demonstrated by the example of interest associations of municipalities, to some extent successful. The third level is developed from a different base than the EU and country levels. Of a particular importance is cooperation between regional and local actors in the process of developing the region. None the less, even here the consolidation of formalized political dialogue takes place. In the case study exploring the South Moravia region, the process of creating regional partnership has been confirmed, together with the effort to include the widest possible range of regional and local actors. However, it has to be mentioned that the process of creating regional formal partnership is a new phenomenon, so far inexperienced by the relevant actors. hip of a wide range of actors and utilizing the actors involved. The number of actors in formation of regional partnership is not necessarily proportional to its efficiency. It can be stated though, that this weak spot can be explained by little experience by the parties involved. As for the regional management, as the case study into Southern Moravia region has shown, there is nothing like a united regional management so far, and it cannot be supposed that there would be one in the future. Nevertheless, a number of institutions active in the region (JIC, RRAJM etc) do partly take the role of regional management, though inadvertently. Despite the absence of unified regional management (the one-institution type), there are efforts to coordinate various development and innovatory bodies, which take its role at least partly. After all it can be concluded that the hypothesis has been largely verified. The actors of regional interests can use the possibilities of privileged political channel, but they do not always do so. Even though it is clear, that the actors of regional interests progressively shape themselves as a specific segment of interest groups.
