Abstract:

V prvních dvaceti letech existence samostatného státu Čechů a Slováků, v období První republiky, prošlo mnoho odvětví života výraznými změnami. Stejně tak tomu bylo i v otázkách sociálních, což přímo či nepřímo vedlo ke zlepšování podmínek v České republice a tyto změny lze ve větší či menší míře považovat za první kroky vzniku sociálního státu na území Československa. Avšak nelze opomenou, že i pojem sociální stát jako takový procházel v této době svým samostatným vývojem a proto i jeho očekávané naplňování bylo v různých obdobích odpovídající příslušnému výkladu. Tento vývoj je ve stručnosti možno definovat jako sociální stát v počátcích vnímaný jako nástroj k dosáhnutí socialismu, jak tomu bylo ještě na začátku dvacátého století, a oproti tomu vnímání modernější, kde je tento pojem již vnímán jako jistá platforma obsahující soustavu sociální legislativy, sociálního pojištění a ostatních klíčových sociálních služeb. V této formě lze v zásadě vnímat sociální stát do dnešních dní, byť je nepřehlédnutelné, jak velkým vývojem tento pojem prošel. Je totiž nutno zmínit, že především legislativní základ sociálního státu a úspěšnost jeho uplatňování v praxi určuje míru vyspělosti sociálního státu. Práce má za cíl: - Zjistit, zda prvorepublikové zřízení lze považovat za příznivé tvorbě sociálního státu a zda tehdejší politická reprezentace měla vlastní koncept sociální politiky a byla důsledná při jeho realizaci. - Potvrdit či vyvrátit, že úroveň sociálních politik v naší zemi těchto let byla s přihlédnutím k tehdejším standardům v Evropě na vysoké úrovni. - Ověřit, zda jsme jako země neudělali v některých konkrétních sociálních otázkách krok zpět či nedošlo ke stagnaci v jejich řešení, nebo zda se některé dílčí kroky vpřed nestali časem pro společnost kontraproduktivními a nebylo by vhodné od nich v jisté míře či zcela upustit. Těchto tří cílů by měla tato práce dosáhnout prostřednictvím zrekapitulování faktů, poznatků a úspěchů z předmětné doby a následnou komparací jak s požadavky za První republiky, tak s úrovní sociálního státu v ostatních evropských zemích v téže době. Současně s tímto by měla práce podat dostatečný náhled na otázku, zda by v některých konkrétních tématech mohlo být prvorepublikové zřízení vzorem dnešku.

Abstract:

The first two decades of the existence of the independent Czech and Slovak state, (also known as the First Republic) marked a dramatic change in several public spheres. Such changes were apparent even in the social spheres, which directly and indirectly led to the improvement of the conditions in the Czech Republic. Apart from that, those changes mark the stepping-stone of a social state in our land. Nonetheless, we should not forget that the term ‘Social state‘ as such was at that time undergoing its own development and thus its expected fulfillment was in different times subject to different interpretations. This development could be briefly defined as a social state, which was in the beginning perceived as a tool for achieving socialism (just as it was in the beginning of the 20th century), as opposed to the more modern perception in which the term is perceived as a certain kind of platform including a system of social legislation, social security and other key social services. Through this lens, we may perceive the social state even now, although it is apartment that the term ‘social state’ has gone through a major development. It is necessary to mention that the legislative background of a social state and its successful execution of legislative power indicate the level of development of a social state. This work aims to: - Find out, whether the First Republic establishment could be considered as having a beneficial effect on the process of building a social state and if the political leaders of that time had their own concept of social policy and if they were thorough in its realization. - Prove or disprove that the level of social policy in our country at that time was on a high level, in comparison to the European standards. - Verify whether we, as a state, have made a step back in any social questions or whether there was any stagnation in dealing with them. In addition to that, we should find out if certain steps forward did not turn out to be contra productive for the society and if it was not advisable to abandon those steps in certain respect. Those questions should be answered by summarizing facts, findings, and evident success from this era and by a subsequent comparison with the requirements of the First Republic, as well as with the level of social state in other European countries at that time. Having said that, the purpose of this paper is to provide a sufficient overview of the question whether the First Republic establishment could serve in any respect as model for our time.
