Competition in the network industries – theory and practice

Abstract:

Tato práce obsahuje tři články hodnotící úroveň soutěže na downstreamové úrovni ve dvou síťových odvětvích – osobní železniční přepravě a energetice. Hodnocení úroveň soutěže v obou odvětvích je provedeno prostřednictvím podobné metodologie, které se skládá z: (i) analýza statických a strukturálních indikátorů jako jsou tržní podíly a z nich vyplývajícími indexy (např. HHI), a (ii) analýza cen a marží. Závěry těchto tří článků poukazují na pozitivní efekty související s vyšší úrovní soutěže. Pro osobní železniční přepravu lze pozorovat po zavedení soutěže pokles cen a zvýšení kvality. Elektřina je pak nakupována efektivněji, když se využívá více „soutěžní“ způsob nákup (tj. komoditní burza). Tyto závěry jsou v souladu s teorií týkající se „contestable markets,“ neboť v zásadě pozorujeme, že vyšší úroveň soutěže ve k nižším cenám a vyšší kvalitě.

Abstract:

This thesis includes three articles that evaluate the degree of competition within two network industries – the railway passenger industry and the electricity industry – by examining the competitive landscapes on their respective downstream markets. The evaluation of the degree of competition in both of these industries follows a similar methodology which consists of (i) analysis of static and structural measures of competition, i.e., market shares and indices resulting from market shares such as HHI, and (ii) analysis of prices and margins. The conclusions of these papers indicate that there are undoubtful positive effects linked to a higher degree of competition. For the railway industry, there is a decrease in prices and an increase in quality after the introduction of competition. The electricity is then procured more efficiently when the more ‘competitive’ mode of procurement (i.e., commodity exchanges) is being used. These results are much in line with the theory regarding contestable markets as we essentially observe that higher degree of competition leads to lower prices and higher quality.
