Economic affectivity of health insurance analysis with view to payment of sickness benefits

Abstract:

Cílem práce je prostřednictvím ekonomické analýzy nalézt odpověď na otázku, jaké náklady a výnosy přinese společnosti transformace nemocenského pojištění v rámci ČR, zejména díky změně systému vyplácení nemocenských dávek. Autor se v teoretické části práce zaměří na implementaci konkrétních ekonomických modelů na danou problematiku a charakteristiku nemocenského pojištění v historickém kontextu. Na zvolené téma budou aplikovány ekonomické teorie, zabývající se analýzou trhů s asymetrickými informacemi (morální hazard, nepříznivý výběr), včetně jejich řešení prostřednictvím pojistky. V souvislosti s tím budou připomenuty hlavní přínosy amerických ekonomů Akerlofa, Spence a Stiglitze z jejich děl řešící danou tématikou. Následovat bude analytická část, kde budou zveřejněna získaná statistická data ohledně počtu nemocných v období před a po reformě a pokusí se nalézt korelační vztah v souvislosti se změnou systému vyplácení nemocenských dávek. Student dále zhodnotí význam přechodu k principu subsidiarity a efektivitu delegování pravomocí od státu k zaměstnavateli v případě zabezpečování výplaty dávek. V návaznosti na to bude zdůrazněn přínos transferu rizika z centra k jedinci, díky lepší možnosti zabezpečování kontroly nad zaměstnanci. Doplněním analytické části bude provedení terénního výzkumu za účelem získání všeobecných informací a konkrétních dat ohledně vlivu reformy na chod firem. Při práci s údaji bude uplatněna analytická a kvantitativní metoda. V závislosti na získaných výsledcích praktické části, budou v závěru práce prostřednictvím deduktivní metody predikovány možné alternativy budoucího vývoje v dané oblasti a vyzdvihnuty celkové přímé i nepřímé dopady reformy. Cílem práce bude prostřednictvím historicko-empirické syntézy dostupných pramenů a dokumentů posoudit účinnost přijatých opatření a mechanismů v reformovaném systému nemocenského pojištění.

Abstract:

The aim of my thesis is to calculate expenses and returns brought by the health insurance transformation in the Czech Republic. In particular, economic and social impact due to the change in health insurance payments. The author firstly focuses on implementation of particular economic models in the frame of given and on the characteristics of the health insurance in historical context. The economical theories dealing with analysis of the markets with asymmetric information including its solution through insurance are going to be applied for a chosen topic. Due to the connection with these facts, the main acquisitions of american economists Akerlof, Spence a Stiglitz will be mentioned. Their works solving these problems, were the source. Analytical part concentrates on evaluation of acquired statistical data, concerning the number of sickness absence during the time before and after the reform. Correlation in context of change in health insurance payments will be found. Further, significance of a transition to solidarity principle and effectiveness of shift in government competencies directly to employers in ensuring health insurance payments will be assessed. The research is going to be done like a complement of the analytical part. Main goal of research is, after evaluating relevant data, give a proper insight about influence of a reform on companies. During the work with the data an analytical and quantitative method will be applied. According to the results obtained in practical part, possible alternatives of future development will be predicted. At the same time direct and indirect influence of the reform will be accented. The aim of the work will be evaluation of effectiveness of accepted methods in the reformed system of health care insurance.
