The European Union's relationship with the Rohingya crisis

Abstract:

Barma procházela až do vojenského puče v roce 2021 postupnými změnami v politické, ekonomické i diplomatické oblasti. Situace spojená s etnikem Rohingyů však v rámci těchto změn nebyla dosud nijak dostatečně reflektována. Diplomová práce se blíže věnuje přístupu Evropské unie k situaci vztahující se k etniku Rohingyů v Barmě. Nejprve byl popsán kontext a původ konfliktního stavu, následně také postoj Evropské unie k zemi samotné. Práce pak v rámci teoretického rámce aplikuje dva koncepty, a to salience a agenda-setting. Analýza se zaměřuje na rozbor jednotlivých dokumentů zabývajících se danou barmskou krizí, které jsou vydávány čtyřmi institucemi Evropské unie: Radou EU, Evropským parlamentem, Evropskou službou pro vnější činnost a DG DEVCO. Celkově bylo přes 300 unijních dokumentů roztříděno pomocí obsahové analýzy a tag cloudů za účelem rozpoznání důležitosti jednotlivých témat. Výsledky ukazují, že každá z institucí má k tomuto tématu jiný politický přístup a možnost řešení rohingyjské krize je ovlivněna zájmy jednotlivých organizací. V současnosti čelí Barma mnoha navazujícím problémům, které budou zcela stěžejní nejen regionálně, ale taktéž pro Evropskou unii.

Abstract:

Until the 2021 coup, Burma had experienced gradual changes in the political, economic, and diplomatic milieu. However, the situation linked to the Rohingya people has not been sufficiently reflected within those changes up to now. The objective of this thesis is to investigate the European Union (EU) and its approach towards the Rohingya situation. First, the overall context, origins of the conflict, and the position of the EU in connection to Burma were described. As a theoretical framework, the thesis applied the concept of salience and agenda-setting, respectively. The analysis then examined the documents issued by four bodies of the EU: The EU Council, European Parliament, European External Action Service, and DG DEVCO. Afterwards, over 300 EU documents had to be sorted out through content analysis and the tag cloud procedure in order to identify the separate significance of given documents. The results show that each institution has a different political approach to the subject and the possibility of resolving the Rohingya crisis is influenced by the interests of individual organisations. Currently, Burma faces many consequential difficulties which will be even more crucial not only region-wise but also for the European Union.
