US approach to the Ukraine crisis and to the foreign policy of the Russian Federation in light of the concept of Smart Power

Abstract:

Diplomová práce se podrobně zabývá přístupem USA k řešení ukrajinského konfliktu (2013-2015). Nejprve je objasněna problematika konceptu moci, její definice a chápání v rámci mezinárodních vztahů. Na základě neoliberalistického pojetí vztahů mezi státy je podrobně definován koncept hard, soft a smart power amerického akademika Josepha S. Nyeho, Jr. Práce se dále věnuje konfliktu na Ukrajině: jeho příčinám, důvodům zapojení USA a Ruska a také samotnému průběhu událostí mezi lety 2013 a 2015. Následně se text zaměřuje na řešení přijaté americkou administrativou prezidenta Baracka Obamy, jež analyzuje v několika dimenzích: diplomatické, legislativní, kulturní, ekonomické a vojenské. Tyto kroky jsou v závěru práce posuzovány prostřednictvím konceptu smart power. Hlavním cílem práce je analyzovat chování administrativy Baracka Obamy v rámci ukrajinské krize a stanovit, zda odpovídá charakteristikám smart power.

Abstract:

The diploma thesis is focused on the approach of the USA to the Ukraine conflict (2013-2015) and its solution. First of all, the topic of power, its definition and understanding inside the framework of the international relations is explained. Based on neoliberalist thinking concept of hard, soft and smart power created by Joseph S. Nye, Jr. is defined. Further, the thesis describes profoundly the conflict from roots: its causes, reasons for involvement of the USA and Russia and the course of events between 2013 and 2015. The text is then dedicated to the steps adopted by American administration of President Barack Obama in order to solve the crisis, which are analyzed in several dimensions: diplomatic, legislative, cultural, economic and military. Those steps are evaluated using the concept of smart power. The main aim of the thesis is to analyze approach of Barack Obama and his administration to the Ukraine crisis and define, whether it could be understood as a smart power.
