Pension Reform in the Czech Republic in Comparison with other EU Countries

Abstract:

Práce se věnuje důchodovým reformám v České republice a ve vybraných zemích Evropské unie. Vzhledem ke skutečnosti, že stávající nastavení důchodových systémů se v důsledku nepříznivého demografického vývoje v budoucnosti stane finančně neudržitelným, je většina zemí nucena se zabývat reformou svých důchodových systémů. Realizace důchodové reformy je nákladná, nepopulární mezi obyvatelstvem a problematická i z politického hlediska. V podstatě znamená, že důchody vyplácené státem budou nižší a občané se budou muset začít o svou budoucnost starat a spořit si na své stáří samostatně. Také Česká republika stojí před nutností provést hlubší reformu svého důchodového systému. Existují různé varianty jejího provedení. Nejvíce se diskutuje o transformaci stávajícího systému PAYG na systém NDC. Další možností je zavedení tzv. povinného fondového pilíře. Každá důchodová reforma má své výhody i rizika a jednotlivé země mají rozdílné podmínky k její implementaci. Je proto důležité inspirovat se z realizovaných důchodových reforem a objektivně vyhodnotit jejich přínosy i rizika. Dle mého názoru nelze vytvořit model důchodového systému, který by byl jak makrofinančně stabilní, tak spravedlivý, sociálně bezrizikový a výhodný pro všechny účastníky.

Abstract:

This diploma work deals with pension reforms in the Czech Republic, Slovakia, Poland and Sweden. The majority of existing set-up of the pension systems will become financially unsustainable in the future as a result of unfavourable demographic development. Due to this fact many countries will have to deal with the pension reforms of their pension systems. Implementing a pension reform is a costly matter, unpopular among the population and also problematic from the political point of view. It means that the state pensions paid by the government will be lower and the citizens will have to secure their financial future themselves. Also the Czech Republic is facing the necessity of implementation the reform of its pension system. There exist various versions of its realization. The most discussed version is the transformation of the existing PAYG system to the NDC system. Another possibility is the compulsory fund pillar introduction. Every pension reform has its advantages and risks and particular countries have different conditions for its realization. Therefore it is very important to be inspired by the implemented pension reforms and analyse their benefits and risks. In my opinion it´s not possible to create a model of pension system, that would be macrofinancially stable, rightful, without any social risks and advantageous for all participants.
