Abstract:

Cílem bakalářské práce je především seznámení s postavením, kompetencemi a povinnostmi ředitele krajského úřadu a tajemníka obecního úřadu a vymezení rozdílů mezi těmito funkcemi. Nejdříve je však směřována pozornost k základním obecným pojmům, mezi které patří veřejná správa, státní správa, samospráva, obec, kraj, samostatná a přenesená působnost územních samosprávných celků a současně seznámení s jejich činností. Část práce je věnována těmto pojmům, protože bez jejich vysvětlení by nebylo možné pochopit fungování municipálních úřadů tedy, obecního a krajského úřadu a následné kompetence ředitele krajského úřadu a tajemníka obecního úřadu. V další části práce analyzuji též kategorie vztahů mezi územními samosprávnými celky a vztah úřadů, v jejichž čele stojí ředitel krajského úřadu a tajemník obecního úřadu. Navazující kapitola obsahuje rozdíly mezi veřejnou správnou České republiky a vybranými členskými státy Evropské unie. Závěr práce je shrnutím a zhodnocením získaných poznatků.

Abstract:

The aim of the presented bachelor work is mainly to provide us with the status, competencies and responsibilities of the Chief Executive of the Regional Authority and the Secretary of the Municipal Authority and divergence determination between these two functions. First of all, the work draws attention to the basic general concepts such as state administration, self – governance, municipality, region, independent and delegated competence of the self – governing regions and at the same time identification with their activities. The part of the work deals with these concepts since without their proper explanation one cannot understand the function of the municipal authorities, it means municipal and regional authority and subsequent competencies of the Chief Executive of the Regional Authority and the Secretary of the Municipal Authority. The next parts of the work deal with the category relations among the self – governing regions and the relation of the authorities, too, headed by the Chief Executive of the Regional Authority and the Secretary of the Municipal Authority, to the European Union. The coherent chapter sums up the differences between the State Administration of the Czech Republic and the member states of the European Union to have been chosen. The end of the work comprises summary and knowledge evaluation.
