Municipal Waste fee in the Municipalities of the Moravian-Silesian Region

Abstract:

Tato bakalářská práce se zabývá poplatkem za komunální odpad u vybraných obcí Moravskoslezského kraje a jeho novelou z roku 2021. V teoretické části je vysvětlen systém odpadového hospodářství a poplatky za odpad před a po změně. Změny jsou následně zanalyzovány a poplatek porovnán v obou sledovaných období. Hlavním cílem je zjistit, jak zmíněná novela změnila výši krytí výdajů příjmy z poplatků za komunální odpad, přičemž výsledky napovídají, že minimálně ve svém počátku legislativa nepřinesla požadované a očekávané výstupy. Zjištěné informace, postup jejich analýzy a porovnání jsou důkladně popsány v analytické části bakalářské práce.

Abstract:

This bachelor's thesis addresses the fee for municipal waste in selected municipalities of the Moravian-Silesian Region and its amendment in 2021. The theoretical part explains the waste management system and the waste fees before and after the change. The changes are subsequently analyzed, and the fees compared in both observed periods. The main goal is to determine how the mentioned amendment has altered the coverage of expenses by the revenue from municipal waste fees, with the results indicating that, at least initially, the legislation did not deliver the desired and expected outcomes. The collected information, the process of its analysis, and the comparisons are thoroughly described in the analytical part of the bachelor's thesis.
