Implementation of elements of Smart Administration and eGovernment into praxes in Prague 10 Authority

Abstract:

Tato práce se věnuje systémům kvality, které jsou v rámci modernizace veřejné správy zaváděny do jednotlivých stupňů veřejné správy. Zaměřuji se na implementaci prvků Smart Administration a eGovernmentu do praxe Úřadu městské části Praha 10. V teoreticko-metodologické části nejprve vymezuji územní samosprávu s důrazem na obec. Následuje vymezení pojmu kvalita ve veřejné správě, kde se zaměřuji zejména na pojmy jako kvalita a modernizace úřadů ve veřejné správě. Další kapitola obsahuje popis metod a prvků Smart Administration a eGovernment. Analytická část je zaměřena na městskou část Praha 10 a rozbor využívaných nástrojů řízení kvality na tomto konkrétním subjektu územní samosprávy. Jako celkové shrnutí, na základě zjištěných výsledků, formuluji celkové zhodnocení jejich dopadů na městskou část Praha 10.

Abstract:

This diploma thesis is dedicated to quality systems, which are introduced into the different levels of public administration within the framework of the modernisation of public administration. It is focused on the implementation of elements of eGovernment and Smart Administration into practice of the Office of the city of Prague 10. In the theoretically-methodological part the definition of municipal authorities with an emphasis on the municipality is specified. It is followed by the definition of the concept of quality in public administration, where concepts such as quality and modernization of offices in public administration are explained. Next chapter contains a description of the methods and elements of the eGovernment and Smart Administration. The analytical part is focused at first on the urban part of Prague 10 and analysis of analysis of the quality management tools used on a specific body of municipal Authority. As a summary based on the results, a global assessment of the impact on the urban part of Prague 10 is formulated.
