The impact of the intensity of competition on the supply side on tendered prices of public contracts

Abstract:

Tato bakalářská práce se zabývá veřejnými zakázkami a zejména faktory, které ovlivňují výši jejich vysoutěžených cen. Hlavním cílem je analyzovat vliv těchto parametrů za pomoci regresní analýzy s využitím sestaveného datového souboru. Jde o vzorek 100 veřejných zakázek ve stavebnictví na území Pardubického a Královéhradeckého kraje v období od 1.10.2016 do současnosti. Veškerá data byla získána z jednotlivých profilů zadavatele v kombinaci s Informačním systémem veřejných zakázek. Práce se skládá ze 4 částí. První část definuje pojem veřejné zakázky, jejich základní charakteristiky a jejich poslední vývoj v České republice. Ve druhé části jsou vyjmenovány a popsány jednotlivé faktory, které mohou mít vliv na vysoutěžené ceny. Třetí kapitola se věnuje tvorbě a popisným statistikám datového souboru. Poslední kapitola se zabývá samotným ekonometrickým modelem a jeho výstupem.

Abstract:

This bachelor thesis deals with public contracts and mainly the factors which affect their tendered price. The main goal of the thesis is to analyze the impact of these parameters with a help of regression analysis using an assembled data file. It is a sample that consists of 100 construction works public procurement in Pardubický and Královéhradecký region during the period from the 1st of October 2016 to the present. All the data were gathered from individual profiles of public contracting authorities in combination with the Information System of Public Contracts. The thesis consists of 4 parts. The first part defines the concept of public procurement, its basic characteristics and its recent develepment in the Czech republic. In the second part, individual factors that can have an impact on the tendered price are named and described. The third chapter pursues the making of the data file and its descriptive statistics. The last chapter focuses on the econometric model and its output.
