Trust in political representations in the post-communist countries

Abstract:

Tato prùøezová práce má za cíl shrnout relevantní informace ohlednì vlivù, které pùsobí na dùvìru v demokratické politické reprezentace v postkomunistických spoleènostech zemí støední a východní Evropy (SVE). Z jakého dùvodu se zdá, že je úroveò dùvìry a obzvláštì dùvìry v politické reprezentace u tìchto zemí nižší, než u jejich západoevropských protìjškù. Je to nízkou zkušeností s demokratickými procesy a demokratickým zpùsobem øízení státu? Je to dìdictví komunizmu, které pøetrvává navzdory tomu, že jsou to nyní spoleènosti svobodné a demokratické? Jsou problémy aplikace demokracie zpùsobeny vlivem kulturních faktorù SVE regionu? Nebo je to efekt zpùsobený velkou dynamikou a pøekotnou a èasto nepøíliš dobøe provedenou transformací? Na tyto otázky se snaží tato práce hledat odpovìï. Na tuto otázku není pouze jediná odpovìï. Èástí odpovìdi je, že se skuteènì jedná o dìditství komunizmu. Komunistická totalitní moc, nebo totalitní moc obecnì, totiž vytlaèila dùvìru z širší spoleènosti ve prospìch malých, intimních a dùvìryhodných ostrùvkù dùvìry. Život pod komunistickou vládou také obèany nauèil, že dùvìøovat politickým reprezentacím je velmi nebezpeèné a naivní. Èást vysvìtlení rovnìž leží v pøekotné transformaci, která byla doprovázena chybami porevoluèních vlád. Tato rychlá zmìna navíc umocnila problémy s opìt se vynoøující heterogenitou a obzvláštì heterogenitou národnostní specifickou právì pro region SVE. Tato práce se rovnìž snaží ukázat, že existují také nìkteré strukturální problémy pro implementaci demokracie v post-komunistických zemích.

Abstract:

This summary work tries to gather relevant information about factors that influences trust in democratic political representation post-communist countries of the Central and Eastern Europe region (CEE). Why the trust and trust in political representation in particular seems to be on lower level than on side of their West European counterparts. Is it just weak practice in democratic processes and democratic governance? Is it heritage of communist rule left in post-communist societies which remains in despite of that the societies are set free and democratic? Is it just culture of the CEE region? Or is it dynamic reaction of the societies to the swift and often uneven transformation process? All those questions are relevant for this thesis work. There is not only one answer to the questions. Part of explanation lies in post-communist heritage. It is argued that totalitarian and communist totalitarian rule pushes the trust from wide society into small, intimate and trustful islands. Life in communist daily reality also proved that dedicating the trust to the political representations is very naive approach. Part of explanation lies in fast transformation process accompanied with faults of post-revolution governments. This quick change also magnified arisen heterogeneity in societies and also CEE specific obstacles like uneven national structures of this region. This work also shows that there are some structural problems in implementation of democracy in post-communist countries.
