Democratic consolidation in Turkey under the rule of AKP

Abstract:

Cílem předkládané diplomové práce je prověřit a analyzovat vývoj a stav demokracie v současném Turecku. Ve snaze rozšířit okruh dosavadních poznatků o co možná nejaktuálnější text je analyzováno období poslední vládnoucí politické strany – strany AKP. Ta se drží u moci od roku 2002 až po současnost (2016). A právě toto časové rozmezí je předmětem analýzy v předestřené práci. Pro dokreslení srozumitelného rámce jsou však alespoň stručně nastíněny i předchozí epochy, které sahají až do roku 1950, od kterého se podle mnohých autorů datuje počátek demokratizace Turecka. Autorka zkoumá téma konsolidace demokracie Turecka s využitím Linzovy a Stepanovy teorie konsolidované demokracie (1996), kterou zasazuje do hlubšího teoretického kontextu. Linz a Stepan charakterizují konsolidovanou demokracii na základě kombinace tří dimenzí: behaviorální, postojové a ústavní. Při posouzení, zdali se jedná o demokraticky konsolidované zřízení, je dle této dvojice autorů třeba přezkoumat pět klíčových dimenzí – občanskou společnost, politickou společnost, vládu zákona, byrokracii a ekonomické společenství, které musí splňovat určitá kritéria. Na základě výše uvedeného zní formulace centrální výzkumné otázky následovně: Můžeme v současné době dle kritérií Linze a Stepana považovat tureckou demokracii za konsolidovanou? K vedlejším výzkumným otázkám se řadí: K jakému posunu v konsolidaci demokracie došlo oproti předchozím epochám? Jaký mělo dopad na konsolidaci demokracie zájem Turecka o členství v EU? Můžeme v Turecku spatřovat některé antidemokratické tendence narušující konsolidaci demokracie? Na základě předběžné práce s daty jsou k testování určeny následující hypotézy: K tenzím v rámci současné turecké konsolidace demokracie nejvíce přispívá proislámská orientace AKP. Žádost o vstup Turecka do EU byla výrazným prvkem v procesu demokratické konsolidace této země. Oproti předchozím epochám dochází k postupnému upevňování demokracie zejména díky počtu demokratických reforem proklamovaných AKP.

Abstract:

The aim of this thesis is to examine and analyze development in the context of the state of democracy in current Turkey. In order to broaden the current field of knowledge with the most current texts, the analysis is of the period of the ruling political party – AKP. This party has been in power since 2002 and continues until now (April2016). This is time range which is examined in this thesis. However, in order to better illustrate a more comprehensible framework, the thesis briefly outlines also previous epoches, spanning back to 1950, because according to the point of view of many authors, the beginning of the democratization of Turkey dates back to this year. The thesis examines the topic of the democratic consolidation in Turkey using Linz and Stepan‘s theories of consolidated democracy (1996), which is put into a deeper context. Linz and Srepan defines consolidated democracy based on the combination of three dimensions: behaviour, attitudinal and constitutional. When assesing, if the establishment is democratically consolidated, it’s neccessary according to Linz and Stepan to examine five key arenas: civil society, political society, rule of law, byrocracy and economic society. These dimensions have to fullfill certain criteria. Based on the above, the formulation of a central research question is: Can we consider current Turkish democracy to be consolidated? Secondary research questions are: What kind of shift has happened in the consolidation of democracy, when compared to previous eras? What impact is there on the consolidation of democracy in Turkey with the movement to join the EU? Can we observe in Turkey any anti-democratic tendencies disturbing the consolidation of democracy? Based on preliminary work with the data available for testing the following hypothesis has been established: Tensions within current Turkish democracy are most affected by the pro-Islamic orientation of AKP. The Turkish application to join the EU was an important milestone in the process of democratic consolidation of the country. Unlike previous eras there has been a gradual strengthening of democracy occuring in particular due to the number of democratic reforms proclaimed by the AKP.
