The Changes of Administration in the Period of Feudal Absolutism within our Territory

Abstract:

Diplomová práce sleduje vývoj veřejné správy na našem území od roku 1627, kdy bylo v Čechách vydáno tzv. Obnovené zřízení zemské, coby základní norma umožňující zavedení a fungování absolutismu. Na Moravě se tak stalo o rok později. Sledované období absolutismu končí revolučním rokem 1848, kdy došlo ke zrušení poddanských svazků a byla přijata první ústava. S ohledem na nerovnoměrnost reformní činnosti jednotlivých panovníků na úseku veřejné správy, jakož i význam reforem, spočívá těžiště práce v období tzv. osvícenských panovníků Marie Terezie a Josefa II. Jednotlivé kapitoly pojednávají chronologicky kontinuálním způsobem vždy o jedné ze složek veřejné správy. Veřejná správa je členěna podle jednotlivých úrovní od společné správy zemí Koruny české až po správu místní, zároveň však diverzifikace veřejné správy zohledňuje speciální působnost jejích jednotlivých složek. Kromě přehledu základních norem, historických souvislostí a motivů reformního úsilí, práce na konkrétních případech ukazuje průmět hlavních změn ve veřejné správě do běžného života obyvatel našich zemí.

Abstract:

The diploma thesis follows the public administration development on the Czech territory since 1627 when the so called “Renewed Land Institution” was issued as the basic norm for introducing and functioning of the absolute rule system. In Moravia this system was introduced a year later. The considered absolutism period finishes with the revolutionary year of 1848 when the servitude bonds were abolished and the first constitution was accepted. With regards to the non-proportional reform activities of the individual rulers in the public administration area and the importance of the reforms the thesis is focussed on the time period of so called enlightened rulers Maria Theresia and Joseph II. The individual chapters deal always with, in a chronological continual way, one part of the public administration. The public administration is divided according to individual levels of the common administration in the Czech kingdom up to the local level. However, at the same time the public administration diversification takes in account a special force of their individual parts. Next to the survey of the basic norms, historical connections and reform effort motifs the thesis shows with concrete cases the projection of main changes in the public administration to the inhabitants every day life in the Czech lands.
