Counter-terrorism laws of the Russian Federation from a human rights perspective

Abstract:

Práce představuje protiteroristickou koncepci ruské vlády v kontextu její národně-bezpečnostní a zahraniční politiky, identifikuje základní kontroverzní body ruské protiteroristické legislativy na základě její komparace s Evropskou úmluvou o lidských právech a s ohledem na mezinárodní kritiku, a nakonec analyzuje současnou situaci na poli ruských protiteroristických opatření ve srovnání s aktuálními trendy boje proti terorismu jiných zemí – především USA. Argumenty, o které se tato práce opírá, potvrzují, že ruské protiteroristické zákony slouží prosazování zájmů zahraniční politiky RF, a také že tyto prostředky jsou v rozporu s lidskými právy a občanskými svobodami zakotvenými v Evropské úmluvě o lidských právech.

Abstract:

The thesis describes the counter-terror conception of the Russian government in the frame of Russian national security and foreign policy aims. It identifies the main controversial points of the Russian counter-terror laws by comparing them with the European Convention on Human Rights and the international criticism of both governmental and non-governmental organisations. The last part of the thesis analyses the todays situation on the field of global war on terror respecting recent trends of liberal democratic countries – especially of the USA. The arguments of the thesis confirm that the Russian counter-terror laws serve to reach the aims of Russian foreign policy and also that these instruments violate human rights and civil liberties guaranteed by the European Convention on Human Rights.
