Abstract:

Různí výzkumníci a odborníci na rozvoj se shodují, že lidé ve venkovských oblastech jsou na lesních zdrojích velmi závislí. V posledních letech došlo k obrovskému nárůstu zájmu o uznání přínosu lesních zdrojů k vytváření pracovních míst, příjmů a blahobytu obyvatel venkova. S několika výjimkami byla míra závislosti venkovských obyvatel na lesních zdrojích v průzkumech chudoby často opomíjena. Hlavním zkoumaným lesem je lesní rezervace Atiwa v Ghaně. Hlavním cílem studie je prozkoumat ekonomický potenciál východní oblasti Ghany a způsob, jakým může přispět k dosažení cílů udržitelného rozvoje. V konečném důsledku studie zkoumá dopad hornictvy v lesní rezervaci na živobytí obyvatel žijících v okrajových komunitách a také na dosažení Cílů udržitelného rozvoje z pohledu obyvatel. Studie se při analýze opírá výhradně o primární údaje (dotazník a diskuse ve fokusní skupině). Dotazník byl zadán 197 respondentům. Průzkum odhalil, že lesní rezervace Atiwa je pod tlakem a čelí různým stupňům nebezpečí a hrozeb. Podle výsledků výzkumu jsou v současnosti nejlépe hodnocenými tlaky a největším nebezpečím pro ochranu přírody nelegální hornictvy a těžba dřeva. Další převažující hrozbou je zasahování do zemědělské půdy, následované zemědělským hospodařením v blízkosti rezervace. Dalšími vysoce hodnocenými tlaky a nebezpečími byly nelegální vstupy včetně pytláctví, vysoká hustota zalidnění a chudoba v okolních městech a vesnicích. Vláda udělila koncese na těžbu malým těžebním podnikům v oblastech mimo rezervaci. Dalším velkým možným problémem je pokračující jednání vlády o otevření lesní rezervace pro těžbu bauxitu, což byla hlavní oblast této studie. Četné pokusy ochránců přírody a organizací občanské společnosti odradit vládu od tohoto kroku zatím selhaly. Ze zjištění vyplývá, že ačkoli lidé přisuzují těžbě v rezervaci její možné možnosti vytváření pracovních míst, nenahraditelný charakter rezervace je nabádá, aby s iniciativou těžby nesouhlasili. Jejich živobytí závisí na řekách a potocích a postižené okresy patří také k hlavním producentům kakaa v Ghaně. Tito zemědělci jsou na těchto vodních plochách závislí kvůli zavlažování. Je nutné je zachovat, aby se udržela produkce těchto tržních plodin, které přímo přispívají k hrubému domácímu produktu země. Kromě dotazníku se uskutečnily 2 diskuse ve fokusní skupině a ze zjištění vyplývá, že ekonomický přínos nedřevních lesních produktů/nedřevních lesních produktů ve východním regionu a v Ghaně jako celku je podhodnocen. Nebyly nalezeny žádné existující národní ani regionální údaje o hospodářském přínosu nedřevních lesních produktů. Z diskusí vedených v průběhu studie vyplynulo, že obyvatelé budou i nadále využívat lesní zdroje, dokud nebudou řešeny základní problémy institucionálních nedostatků a chudoby na venkově. Za současných podmínek se očekává, že bude pokračovat degradace stanovišť, narušení ekosystémových služeb a eroze biologické rozmanitosti. V důsledku toho je třeba, aby tvůrci politik pochopili nuance těchto potíží, zejména místní orgány, a navrhli účinná řešení. Přestože navrhovaná řešení nejsou ve velkém měřítku nová, jsou ve studované oblasti velmi vzácná. Navrhovaná řešení zahrnují posílení postavení obyvatel komunit na okraji lesů, udržitelnou, regulovanou a povolenou těžbu nedřevních lesních produktů, odvětvové vzdělávací a školicí programy, zvýšení pravomocí místních samospráv při vytváření pracovních míst a přijetí nových opatření k prosazování stávajících politik.

Abstract:

Various researchers and development experts agree that people in rural areas rely heavily on forest resources. Through recent years, there has been a tremendous increase in interest in acknowledging the contribution of forest resources to employment creation, revenue, and the well-being of rural dwellers. Giving a few exclusions, the level of rural reliance on forest resources has frequently been neglected in poverty surveys. The Atiwa forest reserve of Ghana is the main forest understudy. The main objective of the study is to examine the economic potentials of the eastern region of Ghana and how they can contribute to the achievement of Sustainable Development Goals. Ultimately, the study examines the impact of mining in the forest reserve on the livelihoods of the people living in fringe communities as well as the achievement of the Sustainable Development Goals from the perspective of the residents. The study is solely reliant on primary data (questionnaire and focus group discussions) for the analysis. A questionnaire was administered to 197 respondents. The survey found that the Atiwa forest reserve is under strain and faces varied levels of hazard and threats. According to the research findings, Illegal mining and logging are currently the highest rating pressures and the greatest danger to preservation. Agricultural encroachment is the next predominant threat, followed by farming near the reserve. Other high-scoring pressures and hazards were illegal entrance, such as poaching, population growth, and poverty in neighbouring towns and villages. Government has granted mining concessions to small scale mining businesses in areas outside the reserve. Another big possible concern is the government's continuing negotiations to open the reserve for bauxite mining which has been a major area in this study. Numerous attempts by conservationists and civil society organizations to dissuade the government from doing so have so far failed. From the findings, although the people give credit to its possible job creation opportunities of the mining in the forest reserve, the irreplaceable nature of the forest reserve urges them not to consent to the mining initiative. They depend on the rivers and streams for their livelihoods, and the affected districts are also among Ghana’s major cocoa producers. These farmers depend on these water bodies for irrigation. It is necessary to preserve them in order to sustain the production of these cash crops that make a direct contribution to the country’s Gross Domestic Product. Aside the questionnaire, 2 Focus Group Discussions took place, and the findings indicate that the economic contribution of Non-Timber Forest Products/Non-Wood Forest Products in the Eastern region and Ghana as a whole is underrated. No existing national or regional data is found on the economic contributions of Non-Timber Forest Products. The discussions held throughout the study revealed that residents will continue to use forest resources i.e., timber and NTFPs, if the core concerns of systems malfunction and rural poverty are not addressed. Under the current circumstances, environmental degradation, biodiversity erosion, and disruption of ecosystem services are all expected to persist. It is consequently required on policymakers to comprehend the nuances of these difficulties, particularly the local authorities, in order to devise effective solutions. Even though the suggested solutions are widely not new; they are very rare in the area of study. Suggested solutions include, empowering the residents of forest fringe communities, Sustainable, regulated, and authorized harvesting of Non-Timber Forest Products/Non-Wood Forest Products, Sectoral education and training programmes, Increasing Local Government powers for jobs creation and adopting new measures to enforce existing policies.
