Evaluation of a financial situation of the Ministry of Education, Youth and Sport after an application of the state’s accounting reform

Abstract:

Diplomová práce se věnuje možnostem hodnocení finanční situace po aplikaci reformy jednotného účetnictví státu na Ministerstvu školství, mládeže a tělovýchovy. Charakterizuje stav účetnictví a vykazování finanční situace organizačních složek státu do roku 2009. Je zaměřena na rozbor hlavních odlišností a nových účetních metod reformy účetnictví od 1. 1. 2010. Cílem práce je formulovat doporučení a návrhy na zlepšení postupů pro získávání a konsolidaci dat a specifikovat rizikové oblasti účetnictví, které na MŠMT ovlivňují vypovídací schopnost informací vykázaných v účetní závěrce k 31. 12. 2010. Na závěr je provedena syntéza veškerých získaných poznatků, která byla základem pro zhodnocení stanovených hypotéz.

Abstract:

This thesis is devoted to evaluation of options of a financial situation of the Ministry of Education, Youth and Sport after an application of the state´s accounting reform. It describes the state of accounting and reporting financial position of government department until 2009. The focus is put to analyze the major differences and new methods in accounting reform since 1st January 2010. The aim is to formulate recommendations to improve procedures for the acquisition and consolidation of data and to specify risk areas of accounting, which affect the explanatory power of the Ministry of Education of information reported in the financial statements at 31st December 2010. Finally, the synthesis is carried out of all acquired knowledge, which was base for the evaluation set of hypotheses.
