Canterbury Earthquakes Aftermath: Housing and Insurance Crisis

Abstract:

Cílem této bakalářské práce je čtenáři přiblížit situaci v Canterbury na Novém Zélandu, po zemětřesení v září 2010 a únoru 2011. Pozornost je soustředěna především na otázky bytového pojištění a bydlení v Christchurch. Ačkoli je Nový Zéland seizmickou zemí, a měl by proto být na zemětřesení připraven, události ze 4. září 2010 a 22. února 2011 dokázaly, že tomu tak nebylo. Země nebyla dosud schopna se s následky katastrof účinně vypořádat. Největším problém byla a je neochota soukromých pojišťoven vyplatit včas pojistky a neschopnost vlády na tyto velké pojistitele zatlačit. Výsledkem je krize v bydlení a pojištění, kdy mnoho občanů již léta čeká na vyplacení pojistného. Naštěstí je pocit občanské soudružnosti v Canterbury docela silný a lidé si v takto nešťastné situaci navzájem dosti vypomáhají. Nicméně, díky charitativnímu cítění a dobrovolnictví, a s přispěním nevládních organizací a místní samosprávy se město pomalu ale jistě zotavuje.

Abstract:

The aim of this thesis is to expound the post-earthquake situation in Canterbury, New Zealand. The focus is on housing and insurance issues in Christchurch, the capital of Canterbury region. Despite the fact that New Zealand is a seismic nation and should be able to deal with earthquakes, the September 4, 2010 and February 22, 2011 earthquakes showed that the country had not been prepared. Thus, New Zealand has not been able to overcome the aftermaths effectively enough. The greatest challenge has been the reluctance of international private insurers to settle claims in timely fashion and New Zealand’s government inability to put more pressure on them. As a result, insurance and housing crises have developed. Many have been awaiting the payouts for their properties for years. However, Cantabrians have a strong sense of community and, in spite of all the misfortunes, they have been coping relatively well with the challenging situation. Thanks to their spirit of charity and volunteering, the city is slowly recovering now, with contributions from non-governmental organizations and the local government in the form of Christchurch City Council.
