Financing the revitalization of the former military facility

Abstract:

Cílem práce bylo analyzovat navržený projekt "Výstavba Senior Centra" v kombinaci s výstavbou lázeňského zařízení a nabídkou komerčních prostor pro ostatní podnikání na místě bývalé vojenské nemocnice v Terezíně a zhodnotit pomocí analýzy nákladů a přínosů, zda je výstavba bytů pro soběstačné seniory v kombinaci s lázeňským zařízením a komerčními prostory ekonomicky přijatelná. Důležité bylo také zodpovědět otázku, zda existují finanční zdroje, které zajistí financování tohoto projektu, popř. zda existují dotační tituly, které by pokryly výdaje spojené s revitalizací. Jako součást analýzy nákladů a přínosů byla vypočítána čistá současná hodnota investice, index rentability a vnitřní výnosové procento. Ukazatelé potvrdili přijatelnost projektu. Analýzou dostupných internetových zdrojů a konzultacemi s kompetentními osobami bylo zjištěno, že neexistuje žádný dotační titul či finanční nástroje, které by pokryly výdaje spojené s revitalizací, bankovní úvěr je příliš rizikový. Byla tedy doporučena spolupráce se soukromým sektorem v rámci PPP.

Abstract:

The aim of the work is to analyze the proposed project "Construction of Senior Center" in combination with the construction of spa facilities and the offer of commercial space for other businesses on the site of the former military hospital in Terezin and evaluate using cost-benefit analysis equipment and commercial premises economically acceptable. It is also important to answer the question of whether there are financial resources that will ensure the financing of this project, or whether there are subsidy titles that would cover revitalization-related expenses. As part of the cost-benefit analysis, the net present value of the investment, the profitability index and the internal rate of return were calculated. The indicators confirmed the acceptability of the project. An analysis of available Internet resources and consultations with competent persons revealed that there is no grant title or financial instrument to cover revitalizationrelated expenditures, and the bank loan is too risky. Therefore, cooperation with the private sector in the framework of PPP was recommended..
