Accounting and Reporting for Humanitarian and Development Aid Projects in a Non-Governmental Non-Profit Organization

Abstract:

Cílem této diplomové práce je identifikace specifik účtování a vykazování projektů humanitární a rozvojové pomoci, se kterými se může nestátní nezisková organizace v ČR v rámci své činnosti setkat. Teoretická část práce je zaměřena na vymezení stěžejních pojmů v rámci nestátního neziskového sektoru a humanitární a rozvojové pomoci. Dále je rozebrána část financování, se zaměřením na oblast finančních zdrojů, na něž navazuje samostatná kapitola věnující se základnímu pohledu na nákladovou stránku projektů. Praktická část práce vysvětluje na příkladech zachycení účetních operací ve vybrané nestátní neziskové organizaci, od prvotního přijetí finančních zdrojů po konečné zúčtování projektu. Příklady jsou zaměřeny zejména na oblast partnerství, jakožto nejvýznamnější možnost financování nestátních neziskových organizací v podmínkách humanitární a rozvojové pomoci. Na praktických příkladech jsou rovněž identifikována omezení při zachycení účetních operací spojených s partnerstvím v českém prostředí v porovnání s možným řešením v kontextu mezinárodní účetní legislativy.

Abstract:

The aim of this diploma thesis is to identify the specifics of accounting and recognition for humanitarian and development aid projects that a non-governmental non-profit organization in the Czech Republic may encounter in its activities. The theoretical part of the thesis is focused on the definition of key concepts within the non-governmental non-profit sector and humanitarian and development aid. Then the funding part is discussed, focusing on the area of financial resources, followed by a separate chapter addressing the basic view of the cost side of projects. The practical part of the thesis explains by using examples the accountancy transactions in a selected non-governmental non-profit organization, from the initial fund receiving to the final settlement of the project. Examples focus in particular on the area of partnerships, as it is the most significant financial tool for non-governmental non-profit organizations in the humanitarian and development aid context. Examples are also used to identify limitations in accounting transactions related to partnerships in the Czech environment in comparison with possible solutions in the context of international accounting legislation.
