Contribution of entrepreneurship villages and towns from perspective of permanently sustainable development

Abstract:

Cílem této práce, je zhodnocení podnikání obcí a měst, jako aktivity, která může být vhodným nástrojem nejen k dosažení trvale udržitelného rozvoje, ale může výrazně přispět i ke stabilizaci municipálních rozpočtů. V teoretické části práce se věnuji základním funkcím obcí a měst při výkonu veřejné správy, majetku a hospodaření s ním. Dále rozpočtu územních samospráv jeho příjmové a výdajové stránce. V návaznosti na příjmy obcí a měst se podrobněji zabývám možnostmi vytváření příjmů z vlastní hospodářské činnosti obcí a právními formami společností, jež mohou municipality pro svou samostatnou hospodářskou činnost užívat. V praktické části této práce se věnuji komparaci této problematiky mezi Českou republikou a Spolkovou republikou Německo. Konkrétně zhodnocení města Karlovy Vary a města Baden Baden jako podnikatele. U obou měst se zabývám formami podnikání a zhodnocení hospodaření dvou vybraných společností ve vlastnictví města. Cílem této komparace je se nalézt co možná nejvhodnější nástroje a metody k efektivnímu řízení a rozhodování v oblasti podnikání obcí a měst v souladu s trvale udržitelným rozvojem.

Abstract:

This work’s aim is the valorization of villages and towns’s entrepreneurship as activities, which may be a useful tool not only for achieving sustainable development, but it can also significantly contribute to the stabilization of municipal budgets. In the theoretical part of the thesis I dedicate to the basic functions of villages and Cities in public administration execution, properties and managing with it. Further the budget of the local government revenue and expenditure side. Following to revenues of villages and towns I describe in detail possibilities of income generation from own economic activities of the communities and the legal form of the companies, which can municipalities use for their entrepreneurship. In the practical part of the thesis I concentrate to comparison of this issue between the Czech Republic and the Federal Republic of Germany. In particular valorization of Karlovy Vary and the city of Baden Baden as an entrepreneur. In both cities I deal with enterprise and valorization’s forms of their management in two selected companies owned by the city. The aim of this comparison is to find the most suitable tools and methods for effective management and decision-making in entrepreneurship of municipalities in accordance with sustainable development.
