Regime change in Libya and its impact on the European security area

Abstract:

Disertační práce se zabývá tématem bezpečnostního dopadu změny režimu vyvolané ze zahraničí (Foreign-Imposed Regime Change, FIRC) na intervenujícího aktéra. Práce vychází z hypotézy, že účast na FIRC přináší bezpečnostní dopad na prostředí intervenujícího aktéra, pokud jsou splněny dvě základní podmínky: cílený stát není vhodným státem pro FIRC a intervenující aktér nemá komplexní strategii FIRC. Při splnění těchto podmínek můžeme sledovat vnitřní a vnější bezpečnostní dopad. Vnitřní dopad plyne ze samotného politického rozhodnutí o angažmá na FIRC. Vnější dopady plynou z výsledku FIRC a projevují se v oblasti politické, bezpečnostní, ekonomické, energetické a sociálně-kulturní.Práce testuje hypotézu pomocí metody jednopřípadové studie na FIRC v Libyi, která proběhla v roce 2011. Libye, která je hlavním pojítkem mezi Evropou a Afrikou, je po FIRC destabilizovaným státem. Libye nebyla vhodně zvoleným cíleným státem pro FIRC a hlavní intervenující aktéři, Francie a Velká Británie, neměli komplexní strategii FIRC, což způsobilo neúspěch změny režimu. Práce předkládá detailní analýzu bezpečnostních dopadů FIRC na evropský bezpečnostní prostor, vyhodnocuje destabilizační důsledky této změny režimu a odpovídá na otázku, proč byla FIRC v Libyi neúspěšným příkladem aktivistické zahraniční politiky západních mocností.

Abstract:

The dissertation thesis is dealing with the security impact of Foreign Imposed Regime Change (FIRC) on the intervening actor. The thesis is based on the hypothesis that participation on FIRC brings a security impact to the environment of the intervening actor in case two specific conditions are fulfilled: firstly the targeted state is not suitable for FIRC and secondly the intervening actor does not have a complex strategy of the FIRC. When these two conditions are fulfilled, one can observe internal and external security impacts. The internal security impact stems from the political decision of engaging in the FIRC. The external security impact is based on the result of the FIRC and becomes evident in political, security, economic, energetic and social-cultural areas.The thesis is testing the hypothesis based on the single case study method of the FIRC in Libya that took place in 2011. Libya, being the main connection between Europe and Africa, is a destabilised state following the FIRC. Libya was not a suitable state for FIRC and the main intervening actors, France and Great Britain, did not have a complex strategy which caused the failure of the regime change. The thesis presents a detailed analysis of the security impact of the FIRC on the European security area, evaluates destabilisation consequences of the regime change and answers the question as to why was the FIRC in Libya an unsuccessful example of the activist foreign policy of Western powers.
