Soukromé bezpečnostní služby vs. ozbrojené složky státu – analýza možnosti využití střelných zbraní jako vybraného donucovacího prostředku

Abstract:

Tato bakalářská práce se zabývá tématem možnosti použití střelné zbraně zaměstnanci soukromých bezpečnostních služeb při výkonu povolání. Jejím cílem je zjistit názor vedoucích pracovníků bezpečnostních agentur na teoretickou možnost získání speciálního oprávnění nad rámec současných možností použití střelných zbraní, a to jako donucovacích prostředků. Nejprve je v teoretické části popsána problematika soukromé bezpečnosti – definice, základní pojmy, činnosti, legislativa, která činnost soukromých bezpečnostních služeb reguluje a jejich role v bezpečnostním systému ČR. Dále je popsána problematika použití donucovacích prostředků a zbraně členy bezpečnostních složek státu a stávající pravomoci bezpečnostních pracovníků pro použití zbraně při výkonu činnosti. V navazující praktické části je analyzováno dotazníkové šetření, ve kterém byly zjišťovány názory manažerů soukromých bezpečnostních agentur na teoretickou možnost získání oprávnění používat střelnou zbraň jako donucovací prostředek při výkonu bezpečnostní činnosti. V závěrečné části jsou zjištěná data interpretována.

Abstract:

This bachelor thesis deals with the topic of the possibility of using a firearm by employees of private security services in the performance of their profession. Its aim is to find out the opinion of the heads of security agencies on the theoretical possibility of obtaining a special authorization beyond the current possibilities of using SBS firearms, namely the use of a firearm as a means of coercion. First, the theoretical part describes the issue of private security – definitions, basic concepts, activities, legislation that regulates the activities of SBS and their role in the security system of the Czech Republic. Furthermore, the issue of the use of coercive means and weapons by members of the security forces of the state and the existing powers of security personnel for the use of weapons in the performance of activities are described. In the follow-up practical part, a questionnaire survey is analyzed, in which the opinions of managers of private security agencies on the theoretical possibility of obtaining authorization to use a firearm as a coercive means in the performance of security activities were examined. In the final part, the data are interpreted.
