Cooperation of municipal management in ensuring local public order matters

Abstract:

Diplomová práce je zaměřena na problematiku související s veřejným pořádkem a zajištěním místních záležitostí veřejného pořádku zejména s využitím koordinačních dohod a veřejnoprávních smluv jako fungujících legislativních nástrojů. Teoretická část popisuje hlavní subjekty, které mají podíl na zajišťování místních záležitostí veřejného pořádku, charakterizuje základní pojmy a zmiňované legislativní nástroje (koordinační dohody, veřejnoprávní smlouvy). Praktická část je rozdělena do dvou částí. První část je zaměřena na spolupráci obcí s Policií ČR v rámci koordinačních dohod ve vybraném regionu a druhá část je zaměřena na veřejnoprávní smlouvy o zajišťování výkonu úkolů Městské policie též ve vybraném regionu. Cílem je zhodnotit za pomoci explorativní metody (polostrukturovaného rozhovoru) s managementem měst či obcí uplatňování výše uvedených legislativních nástrojů v praxi. Zároveň jsou v praktické části identifikovány problémová místa a nedostatky spojené s využitím těchto legislativních nástrojů a jsou naformulovány návrhy k jejich řešení.

Abstract:

The diploma thesis is focused on issues related to public order and ensuring local issues of public order, especially with the use of coordination agreements and public contracts as functioning legislative instruments. The theoretical part describes the main entities that have a role in ensuring local matters of public order characterizes the basic concepts and the mentioned legislative instruments (coordination agreements, public contracts). The practical part is divided into two parts. The first part is focused on the cooperation of municipalities with the Police Of the Czech republic within the framework of coordination agreements in the selected region and the second part is focused on public contracts for ensuring the performance of the tasks of the Municipal Police also in the selected region. The aim is to evaluate the application of the above legislative instruments in practice with the help of an exploratory method (semi-structured interview) with the managemetn of cities or municipalities. At the same time, the practical par identifies problém areas and shortcomings associated with the use of these legislative instrument and formulates proposals for their solution.
