The customs procedures in practice of the specific company

Abstract:

Bakalářská práce se zaměřuje na celní režimy trochu netradičním způsobem. Úvodem přibližuje vývoj na území Evropy od počátku 20. století až k roku vstupu ČR do EU, jelikož toto období bylo velmi významné z hlediska formování států do té podoby a těch uskupení, jak je známe dnes, což má i vliv na celní režimy a jejich využití v dnešní době. Dále se zaměřuje na celní unie, právní zakotvení celních režimů jak v českém, tak v evropském právu. Vyjmenovává také jednotlivé doklady, které je potřeba předkládat při celním řízení. Dále se zabývá problematikou z pohledu dovozu zboží do EU, kdy je potřeba vyměřit určitou daň či clo, nebo se využije svobodných pásem či svobodných skladů. V poslední řadě pak teoretická část přibližuje pomocné systémy, které zavedla Evropská unie pro zjednodušení a zefektivnění celního řízení a jeho kontrolu. Praktická či aplikační část bakalářské práce vychází z analýzy firmy, která se zabývá plastikářským průmyslem, přesněji řečeno kompaundy (plastové směsi). Zkoumá, jaké druhy celních režimů firma využívá a jakým překážkám firma čelí při dovozu nebo vývozu z a do třetích zemí. Konkrétní obchodní případy jsou probrány dopodrobna.

Abstract:

This bachelor’s thesis focuses on customs procedures unconventionally. As an introduction, there is an insight into the history from the beginning of 20th century until the year of the Czech Republic's accession to the EU, as this period was very important in terms of the formation of states into the form and those groupings as we know them today, which also has an impact on customs procedures and their use today. The bachelor’s thesis also addresses the customs unions, European Union Law and Czech Republic Law which are connected with the customs procedures. The thesis also mentions all the documents which are required to be submitted for successful customs clearance. It also deals with issues from the point of view of importing the goods to the EU, when a certain tax or duty needs to be assessed, or free zones or free warehouses are applied. Finally, the theoretical part provides an overview of the auxiliary systems created by the European Union to simplify and streamline customs procedures and their control. The practical part of the bachelor's thesis is based on the analysis of a company that deals with the plastics industry, more precisely compounds (plastic mixtures). It examines what types of customs procedures the company uses and what obstacles the company faces when importing or exporting from and to 3rd countries. Specific business cases are discussed in detail.
