The role of federalist structure of the European Union in facilitating the elimination of the EU democratic deficit

Abstract:

Je Evropská unie demokratickým politickým systémem? Vykazuje dostatečně demokratické výstupy? Mnoho prací již bylo napsáno na toto téma, většina z nich obhajovala názor, že unijní instituce, stejně jako proces tvorby policymaking proces, nejsou dostatečně legitimní, transparentní a odpovědné. Proces evropské integrace vnesl do středu pozornosti relativně novou, neustále rostoucí otázku demokratického deficitu EU. Tento text si klade za cíl prozkoumat proces federalizace Evropské unie a její roli při odstranění demokratického deficitu EU. Čerpá z kvantifikovatelných měřítek demokratického výkonu, tj. legitimita, transparentnost a odpovědnost Evropské unie. Ty následně ukazují, že proces rozhodování v EU spolu se současnou unijní institucionální strukturou vykazuje větší demokratický deficit než ve většině liberálních demokracií a že řešení této otázky lze primárně nalézt ve federalistické struktuře Evropské unie. Tento text zhodnocuje hlavní otázky víceúrovňového vládnutí v souvislosti s demokratickým výkonem EU a zahrnuje celou škálu pohledů v rámci teorie demokracie a federalismu jako systému sdílené suverenity, s primárním úkolem prozkoumat hlavní současné výzvy, kterým čelí federalismus ve snaze napomoci eliminovat demokratický deficit Evropské unie.

Abstract:

Is the European Union democratic political system? Does it project sufficient democratic output? Much has been written on this topic, mainly advocating the view that the Union's institutions, as well as its policymaking process, are insufficiently legitimate, transparent, and accountable. The process of European integration has brought to limelight a relatively new, continuously raising issue of EU's democratic deficit. This paper aims to give an examination of the European Union's federalization process and its role in facilitating the elimination of the EU's democratic deficit. It draws upon quantifiable scales of democratic output, i.e. EU's legitimacy, transparency and accountability; it further demonstrates that the EU decision-making process together with the present institutional structure of the EU depict a greater democratic deficit than in the most liberal democracies, and that the remedy to this issues is primary to be found in the EU's federalist structure. The paper evaluates the core issues of the mulitilevel governance related to the EU's democratic output and embraces a range of perspectives within theory of democracy and federalism as a system of shared sovereignty, with prime task to investigate the major contemporary challenges facing the federalism in its function to eliminate the EU's democratic deficit.
