China's roles in international water conflicts

Abstract:

Tato komparativní případová studie zkoumá roli Číny v konfliktech o vodu skrze ohodnocení incidentů podle předlohy projektu Basins at Risk společně s analýzou indikátorů rizikovosti povodí. Tyto incidenty jsou zkoumány na povodích vybraných na základě rozdílných vztahů mezi státy. Incidenty jsou ohodnoceny na pětistupňové škále od nepřátelského po partnerský. Čína je identifikována jako regionální hegemon, který své vodní zdroje kontroluje skrze výstavbu infrastruktury a v nedávné době i vyšší institucionalizaci, nicméně se je nebojí použít i jako zastrašující prvek v případě eskalace.

Abstract:

This comparative case study examines China's role in water-related conflicts through the assessment of incidents according to the Basins at Risk project model together with the analysis of indicators identifying basins at risk. These incidents are investigated in case studies of basins selected on the basis of different relationships between states. Incidents are rated on a five-point scale from hostile to friendly. China is identified as a regional hegemon that controls its water resources through the construction of infrastructure and, recently, higher institutionalization, however, it is not afraid to use them as a deterrent in the event of escalation.
