The impact of the implementation of participatory budgets on voter turnout in municipal elections

Abstract:

Cílem práce bylo zjistit vliv zavedení participativních rozpočtů na účast v komunálních volbách, a také stanovit ostatní faktory ovlivňující volební účast v pražských městských částech. Na základě výsledků vícerozměrného regresního modelu jsou statisticky významnými faktory počet obyvatel, nestabilita obyvatel a vzdělanost. Participativní rozpočet společně s faktory věk a pohlaví jsou statisticky nevýznamné. Výsledek metody difference in differences nicméně indikuje pozitivní dopad zavedení participativního rozpočtu na účast v komunálních volbách. Na základě rozdílných výsledků nelze potvrdit, že participativní rozpočet má pozitivní dopad na volební účast. Doporučuji tak zastupitelům municipalit, aby byli obezřetní, pokud budou zavádět participativní rozpočet z důvodu snahy zvýšení volební účasti, jelikož k tomu nemusí vůbec dojít.

Abstract:

The aim of the work was to detect the impact of the implementation of a participatory budgets on voter turnout in municipal elections and also to detect other factors influencing voter turnout in Prague's city districts. Based on the results of a multiple regression model, statistically significant factors are population, population instability and education. Participatory budgets, age and gender factors are statistically insignificant. However, the result of the difference in differences method is the positive impact of the implementation of a participatory budget on voter turnout in municipal elections. Based on the different results, a positive impact of the participatory budget on voter turnout cannot be confirmed. I therefore recommend that municipal representatives should be careful about the implementation of a participatory budget in an effort to increase turnout, as this may not hap-pen at all.
