Multiple-office holding of the deputies of the Chamber of Deputies of the Parliament of the Czech Republic

Abstract:

Diplomová práce se zabývá kumulací mandátů poslanci Poslanecké sněmovny Parlamentu České republiky v průběhu VI. volebního období mezi lety 2010–2013. V úvodu se text věnuje teoretickým východiskům problematiky kumulace mandátů. Definovány jsou relevantní pojmy a přiblíženy jsou příčiny i důsledky fenoménu kumulace mandátů ze systémového hlediska. Popsána je pozice jevu v zahraničních politických systémech a v domácím prostředí České republiky. Následně diplomová práce konstruuje výzkumný design a odhaluje metodické pozadí badatelského procesu. Objasněn je výběr proměnných a jejich operacionalizace, postup sběru dat a způsob jejich třízení do datového setu. Výsledky kvantitativní analýzy ukazují, že kumulace mandátů byla mezi poslanci značně rozšířeným jevem. Toto chování bylo pro poslance typické napříč pohlavími, dosaženým vzděláním, věkem i parlamentní zkušeností. Prokázána byla existence vztahu mezi kumulací mandátů a parlamentní aktivitou poslanců. Tento vztah ovšem nevykazuje obecný a jednosměrný trend, ale je spíše lokalizovaný a jak negativní, tak pozitivní. V pozitivním vztahu s parlamentní aktivitou poslanců byly zejména kumulace s mandáty z municipální zastupitelské úrovně. Naopak v negativním vztahu bylo k činnosti poslanců ve Sněmovně především působení ve vládě. Závěrečná diskuze propojuje teoretická východiska a praktická zjištění a navrhuje postupy, jak ke kumulaci mandátů v českém politickém systému přistupovat.

Abstract:

The diploma thesis deals with a multiple-office holding of the deputies of the Chamber of Deputies of the Parliament of the Czech Republic during the VI. term between 2010–2013. To begin, the text depicts the theoretical background of the multiple-office holding. To continue, the relevant terms are defined and the causes and impacts of the multiple-office holding are delineated. Furthermore, the position of the phenomenon in foreign political systems and domestic environment of the Czech Republic are described. Subsequently, the diploma thesis constructs the research design and the methodical background of the research process is revealed. The selection of the variables and its operationalization is clarified after which a procedure of data collection and its modification is depicted. The results of the quantitative analysis shows that the multiple-office holding was widespread among the deputies. This kind of behaviour was typical regardless of gender, education, age and parliamentary experience of the deputies. The existence of the relation between the multiple-office holding and parliamentary activity of the deputies was proved. Nevertheless, the relation does not seem to be neither general nor one-way but it is more localised and both positive and negative. On one hand, the holding of a municipal representative office was in positive relation with a parliamentary activity. On the other hand, working as members of the cabinet was in negative relation with the parliamentary activity. The final discussion interconnects the theoretical background and practical findings and it suggests the way of a possible approach to the multiple-office holding in the Czech political system.
