Selected problems of employment policy in the international political context

Abstract:

The key to the economic stability of any country is a well-adjusted employment policy and, of course, a low unemployment rate. An example is the high unemployment of young people under 30 who are in the NEET. At the same time, an increasingly discussed variable is entering the employment policy in the need to ensure lifelong education for adults, when success is not getting a job but maintaining a job position and advancing within it. We anchored it thematically in three chapters, which gradually provide with an insight into European frameworks, regulations and strategies that we must also follow in Slovakia and respond to them with national legislation or strategic planning. An example is the European Guarantee for Children in Need or the European Guarantee for Youth or the European Employment Strategy for Women. We captured regional differences in employment and the structure of job positions, where we present solutions financed from European funds to address the high proportion of young people in NEET situations. The common denominator of problems in the labor market policies in Slovakia is the low level of education of people in the categories of marginalized communities, or people on the border of social exclusion, which is why it is necessary to increase their skills and work habits so that they can apply in the open labor market. Methodologically, we rely on the analysis of a considerable amount of data, the synthesis of knowledge and the comparison of individual strategic documents and tools in employment policies.

Abstract:

Kľúč k ekonomickej stabilite každého štátu je dobre nastavená politika zamestnanosti a samozrejme nízka miera nezamestnaných. Príkladom je vysoká nezamestnanosť mladých ľudí do 30 rokov. Zároveň do politiky zamestnanosti vstupuje premenná v potrebe zabezpečenia celoživotného vzdelávania pre dospelých, kedy úspechom nie je získanie práce ale, udržanie si pracovnej pozície. Tematicky sme ju ukotvili v troch kapitolách, ktoré prinášajú pohľad na európske rámce, nariadenia a stratégie, ktoré musíme dodržiavať aj na Slovensku, a reagovať na ne národnou legislatívou alebo strategickým plánovaním. Príkladom je Európska záruka pre deti v núdzi, alebo Európska záruka pre mladých, či Európska stratégia zamestnanosti žien. Regionálne rozdiely v zamestnanosti, kde prinášame riešenia financované zo zdrojov európskych fondov na riešenie vysokého podielu mladých ľudí v situácií NEET. Spoločným menovateľom problémov je nízka miera vzdelania ľudí v kategórií marginalizovaných komunít, či osôb na hranici sociálneho vylúčenia, práve preto je potrebné zvyšovať ich zručnosti a pracovné návyky, aby sa mohli uplatniť na otvorenom trhu práce. Metodologicky sa v práci opierame najmä na analýzu značného množstva dát, syntézu poznatkov, komparáciu jednotlivých strategických dokumentov a nástrojov v politikách zamestnanosti.
