The Reform of the Ukrainian Security Sector and the Transformation of the Army between 2014 and 2022

Abstract:

Bakalářská práce si klade za cíl zanalyzovat reformu ukrajinského bezpečnostního sektoru a armády mezi klíčovými lety 2014 a 2022. Za účelem naplnění cíle práce jsou stanoveny tři výzkumné otázky: Jak se proměnil ukrajinský bezpečnostní sektor mezi lety 2014 a 2022? Jaké faktory nejvíce přispěly ke schopnosti Ukrajiny odolat ruské invazi v roce 2022? Byla schopnost Ukrajiny ubránit se ruské invazi způsobena implementací principů SSR/Good SSG nebo hrálo roli především funkční budování kapacit v armádě? Analýza probíhá skrze teoretický koncept Reformy bezpečnostního sektoru (SSR z anglického Security Sector Reform), který se snaží zohledňovat implementaci principů dobrého vládnutí, právního státu a demokratického a civilního dohledu v rámci bezpečnostního sektoru. Po představení teoretického východiska se práce ve třech kapitolách postupně zabývá klíčovými legislativními a strategickými dokumenty, armádou a nestátními aktéry, konkrétně dobrovolnickými prapory, společností Ukroboronprom a občanskou společností. Z metodologického hlediska práce představuje jednopřípadovou kvalitativní studii. Práce dochází k závěru, že Ukrajina se při plánování a implementaci reformy snažila ve všech zkoumaných oblastech sledovat principy SSR, čímž se její bezpečnostní sektor výrazně proměnil a přiblížil bezpečnostním sektorům států EU a NATO. Ačkoliv stěžejním důvodem, proč se byla Ukrajina schopna ruské agresi ubránit, bylo budování funkčních kapacit v armádě, hrálo zavádění principů dobrého vládnutí v rámci bezpečnostního sektoru výraznou roli v zastavení invaze.

Abstract:

The bachelor thesis aims to analyze the reform of the Ukrainian security sector and military between the key years of 2014 and 2022. To fulfill the thesis aim, three research questions are formulated: How did the Ukrainian security sector change between 2014 and 2022? What factors contributed most to Ukraine's ability to resist the Russian invasion in 2022? Was Ukraine's ability to defend against the Russian invasion due to the implementation of SSR/Good SSG principles, or did functional capacity building in the military primarily play a role? The analysis is conducted through the theoretical concept of Security Sector Reform (SSR), which seeks to incorporate the implementation of good governance, rule of law, and democratic and civilian oversight within the security sector. After introducing the theoretical framework, the thesis in three chapters gradually addresses key legislative and strategic documents, the military and non-state actors, specifically volunteer battalions, the company Ukroboronprom, and civil society. Methodologically, the thesis presents a single-case qualitative study. The conclusion reached is that Ukraine, in planning and implementing the reform, sought to follow SSR principles in all analyzed areas, resulting in a significant transformation of its security sector, bringing it closer to the security sectors of EU and NATO states. Although the primary reason why Ukraine was able to resist Russian aggression was the building of functional capacities in the military, the implementation of good governance principles within the security sector played a significant role in halting the invasion.
