Changes to the system of financing Churches and religious societies in the Czech Republic - separation of Church and state

Abstract:

Diplomová práce porovnává dva rozdílné modely financování církví v České republice s cílem zjistit, zda a kdy se model financování, založený na základě platnosti nové legislativy, projeví vůči státnímu rozpočtu úsporami. Je představen původní model financování, platný do roku 2012. Následně je popsán model nový, platný od roku 2013. Obě formy financování jsou jako nákladová složka státního rozpočtu predikovány do budoucnosti. Cílem a výsledkem práce je srovnání obou modelů a interpretace faktu, že model financování platný od roku 2013 je pro státní rozpočet výhledově úspornější. Práce rovněž rozebírá výhled hospodaření církví s vydaným majetkem a budoucí úlohou církve v současné ateistické společnosti.

Abstract:

This thesis compares two different models of Church financing in the Czech Republic in order to determine if and when the funding model, based on the validity of the new legislation, will project in state budget savings. The original funding model, valid until 2012, is introduced. Subsequently, the new model is described, in force since 2013. Both forms of financing are as a cost component of the state budget predicted for the future. The aim and the output of this work is the comparison of the two models and the interpretation of the fact that the funding model used since 2013 is more economical for the state budget in the long term. The thesis also discusses the outlook for the Church issued with the property and the future role of the Church in contemporary atheist society.
